Innovation and technological change were the key engines of sustained industrial and economic growth, and India hoped to see a further improvement in UNIDO's programmes based on the 1997 Business Plan on the Role and Functions of UNIDO and the Strategic Guidelines " Towards improved UNIDO programme delivery " .
علما بأن الابتكار والتغيير التكنولوجي هما المحرّكان الرئيسيان للنمو الصناعي والاقتصادي المستدام، وتأمل الهند أن ترى تحقق المزيد من التحسّن في برامج اليونيدو بناء على خطة الأعمال لعام 1997 بشأن دور اليونيدو ووظائفها في المستقبل والمبادئ التوجيهية الاستراتيجية " صوب تحسين إنجاز برامج اليونيدو " .

In resolution GC.10/Res. 2 (6) on the medium-term programme framework, 2004 2007, the General Conference requested the Director-General to take into account, when implementing the technical assistance and research programme during the period 2004-2007, the Strategic Guidelines " Towards improved UNIDO programme delivery " and document GC.10/14.
م ع-10/ق-2، المتعلّق بالإطار البرنامجي المتوسط الأجل، 2004-2007، إلى المدير العام أن يأخذ في اعتباره، لدى تنفيذ برنامج المساعدة التقنية والبحوث خلال الفترة 2004-2007، المبادئ التوجيهية الاستراتيجية " صوب تحسين إنجاز برامج اليونيدو " والوثيقة GC.10/14.

With regard to application of the Strategic Guidelines " Towards improved UNIDO programme delivery " , the Asian Group stressed the need to ensure that the specific conditions and needs of recipient countries and subregions were taken into account.
52- وفيما يخص تطبيق المبادئ التوجيهية الاستراتيجية " صوب تحسين إنجاز برامج اليونيدو " ، قال إن المجموعة الآسيوية تشدّد على أهمية ضمان مراعاة الظروف والاحتياجات الخاصة للبلدان والمناطق دون الإقليمية التي تتلقى الخدمات.

Activities will be designed so as to enable the Organization to respond effectively to the priorities set out in its medium-term programme framework and in the Strategic Guidelines " Towards improved UNIDO programme delivery " , as well as the identified needs of recipient countries.
وستصمم الأنشطة بحيث تستطيع المنظمة أن تستجيب استجابة فعّالة للأولويات المحددة في إطارها البرنامجي المتوسط الأجل وفي المبادئ التوجيهية الاستراتيجية المعنونة " صوب تحسين إنجاز برامج اليونيدو " ، وكذلك الاحتياجات المحددة للبلدان المتلقية.

On sub-item (d), she said that the Strategic Guidelines " Towards improved UNIDO programme delivery " constituted a significant contribution to the Organization's efficiency and effectiveness, particularly with regard to the implementation of the medium-term programme framework 2004-2007.
32- وفيما يخص البند الفرعي (د)، قالت إن المبادئ التوجيهية الاستراتيجية " صوب تحسين إنجاز برامج اليونيدو " تشكل مساهمة هامة في فعالية المنظمة وكفاءتها، خاصة فيما يتعلق بتنفيذ الإطار البرنامجي المتوسط الأجل للفترة 2004-2007.

One point that needed consideration concerned agro-industries; although these were stressed in the strategic guidelines " Towards improved UNIDO programme delivery " (see decision IDB.26/Dec.7 in document GC.10/3) and in the 1997 Business Plan on the Role and Functions of UNIDO, the technical cooperation delivery of UNIDO in the agro-industry sector amounted to less than 5 per cent of its total delivery.
ولئن جرى التشديد على هذه الصناعات في المبادئ التوجيهية الاستراتيجية المعنونة: " صوب تحسين إنجاز برامج اليونيدو " (انظر المقرر م ت ص - 26/م-7 في الوثيقة GC.10/3) وفي خطة الأعمال بشأن دور اليونيدو ووظائفها في المستقبل، فإنّ خدمات التعاون التقني التي تقدمها اليونيدو في قطاع الصناعات الغذائية تمثل نسبة أقل من 5 في المائة من مجموع خدماتها.
