The Committee drew up a comprehensive plan of action for the prevention of victimization, protection and assistance for victims of crime and abuse of power, in pursuance of the United Nations Declaration on Victims of Crime.
ووضعت اللجنة خطة عمل شاملة لمنع إيذاء ضحايا الجريمة والتعسف في استخدام السلطة وحمايتهم ومساعدتهم، وذلك عملا بإعلان الأمم المتحدة المتعلق بضحايا الإجرام.

1995 Participated in and was elected rapporteur for an Expert Group Meeting on " victims of crime and abuse of Power in the International Setting " , convened by the United Nations Crime Prevention and Criminal Justice Branch, at Vienna, Austria.
1995 شارك في اجتماع فريق للخبراء معني بـ " ضحايا الجريمة والتعسف في استخدام السلطة في الإطار الدولي " ، الذي عقدته في فيينا شعبة الأمم المتحدة لمنع الجريمة والعدالة الجنائية، وانتُخب مقررا له.

It covers three topics, namely, the information-gathering process on the use and application of standards and norms in crime prevention and criminal justice, the administration of juvenile justice and the issue of victims of crime and abuse of power.
ويغطي هذا التقرير ثلاثة مواضيع ، وهي : عملية جمع المعلومات عن استخدام وتطبيق معايير اﻷمم المتحدة وقواعدها في مجال منع الجريمة والعدالة الجنائية ، وادارة شؤون قضاء اﻷحداث ، ومسألة ضحايا الجريمة والتعسف في استعمال السلطة .

In the 1980s, the scope of those efforts was extended to include the rights of victims of crime and abuse of power in the Declaration of Basic Principles of Justice for victims of crime and abuse of Power (resolution 40/34, annex).
وفي الثمانينات، توسع نطاق هذه الجهود ليشمل حقوق ضحايا الجريمة والتعسف في استعمال السلطة (اعلان المبادئ الأساسية للعدالة من أجل ضحايا الجريمة والتعسف في استعمال السلطة) (القرار 40/34، المرفق).

In its resolution 1997/31, on victims of crime and abuse of power, the Economic and Social Council urged Governments to make effective use of the provisions contained in the Declaration of Basic Principles of Justice for victims of crime and abuse of Power (General Assembly resolution 40/34, annex).
حثّ المجلس الاقتصادي والاجتماعي ، في قراره ٧٩٩١/١٣ ، بشأن ضحايا الجريمة والتعسف في استعمال السلطة ، الحكومات على الاستفادة الفعلية من اﻷحكام الواردة في اعلان المبادىء اﻷساسية لتوفير العدالة لضحايا الجريمة والتعسف في استعمال السلطة )قرار الجمعية العامة ٠٤/٤٣ ، المرفق( .

In the same resolution, the Council took note of the results of two expert group meetings on victims of crime and abuse of power in the international setting: one held at Tulsa, Oklahoma, United States, from 10 to 12 August 1996 and the other held at The Hague from 5 to 7 March 1997.
وفي القرار نفسه ، أخذ المجلس علما بنتائج اجتماعي فريق خبراء بشأن ضحايا الجريمة والتعسف في استعمال السلطة في الاطار الدولي : عقد أحدهما في تولسا في الولايات المتحدة من ٠١ الى ٢١ آب/أغسطس ٦٩٩١ ، وعقد اﻵخر في لاهاي من ٥ الى ٧ آذار/مارس ٧٩٩١ .

It also contains information on the strengthening of system-wide coordination in the field of juvenile justice, in accordance with Council resolution 1997/30, and provides an overview of the implementation of Council resolution 1997/31 on victims of crime and abuse of power.
ويتضمن التقرير أيضا معلومات عن تعزيز التنسيق على نطاق المنظومة في ميدان قضاء اﻷحداث ، وفقا لقرار المجلس ٧٩٩١/٠٣ . ويقدم نظرة مجملة عن تنفيذ قرار المجلس ٧٩٩١/١٣ بشأن ضحايا الجريمة والتعسف في استعمال السلطة .

Pursuant to Economic and Social Council resolution 1997/31 on victims of crime and abuse of power, chapter III provides an overview of the recent activities undertaken to further the use and application of the Declaration on Basic Principles of Justice for victims of crime and abuse of Power.
٤ - وتنفيذا لقرار المجلس الاقتصادي والاجتماعي ٧٩٩١/١٣ بشأن ضحايا الجريمة والتعسف في استعمال السلطة ، يقدم الفصل الثالث من هذا التقرير نظرة مجملة عن اﻷنشطة اﻷخيرة التي تم الاضطلاع بها لمواصلة استخدام وتطبيق اعلان المبادئ اﻷساسية لتوفير العدالة لضحايا الجريمة والتعسف في استعمال السلطة .

Consultations have been pursued with the relevant entities and possible partners regarding the desirability of establishing a mechanism or mechanisms to facilitate the coordination of initiatives to prevent victimization and assist victims of crime and abuse of power, with a view to fostering an integrated approach, especially in respect of technical cooperation.
٠٣ - واستمرت المشاورات مع الكيانات ذات الصلة والشركاء المحتملين بشأن استصواب انشاء آلية أو آليات لتيسير تنسيق المبادرات لمنع الايذاء ومساعدة ضحايا الجريمة والتعسف في استعمال السلطة ، بغية اعتماد نهج متكامل ، لا سيما فيما يتعلق بالتعاون التقني .

25. The focus of the work of the Commission on Crime Prevention and Criminal Justice and of this programme as a whole is on dealing with national and transnational crime problems in the developmental context, promoting the rule of law, the observance of human rights and the protection of victims of crime and abuse of power (General Assembly resolution 40/34).
٥٢- ويتركز عمل لجنة منع الجريمة والقضاء الجنائي وعمل هذا البرنامج ككل على معالجة مشاكل الجريمة الوطنية والدولية في السياق اﻹنمائي، وتعزيز سيادة القانون، واحترام حقوق اﻹنسان، وحماية ضحايا الجريمة والتعسف في استخدام السلطة )قرار الجمعية العامة ٠٤/٤٣(.
