Those who are truly responsible for the outbreak of the civil war in Bosnia and Herzegovina and who fuel continuation of war are constantly advancing the thesis that " aggression " has been perpetrated against Bosnia and Herzegovina and that Muslims are the sole victims, as though the Bosnian Serbs and Bosnian Croats are not as much entitled to Bosnia and Herzegovina as are the Bosnian Muslims.
إن المسؤولين الحقيقيين عن نشوب الحرب اﻷهلية في البوسنة والهرسك والذين يؤججون استمرار الحرب، لا يفتأون يرددون نظرية أن " العدوان " قد ارتكب ضد البوسنة والهرسك وأن المسلمين هم ضحاياه الوحيدين، كأنما الصرب البوسنيون والكروات البوسنيون لا ينتمون للبوسنة والهرسك مثلما ينتمي إليها المسلمون البوسنيون.

24. Refusing proposals for peaceful and democratic resolution of the crisis, Serbia and Montenegro responded by military aggression, first against Slovenia, then against Croatia, and the following year against Bosnia and Herzegovina.
٤٢- وقد رفضت صربيا والجبل اﻷسود المقترحات الرامية إلى حسم اﻷزمة بطريقة سلمية وديمقراطية بل عمدت الى الاستجابة بالعدوان العسكري ضد سلوفينيا أولا ثم بعد ذلك ضد كرواتيا، وفي السنة التالية ضد البوسنة والهرسك.

Both leaders and high officials of Bosnia and Herzegovina strongly demand that, in accordance with international law and without any further delay, the Republic of Croatia " undertakes all necessary measures in order to prevent attacks against Bosnia and Herzegovina being conducted from your territory " .
ويطالب قادة البوسنة والهرسك وكذلك كبار مسؤوليها بشدة بأن تقوم كرواتيا، وفقا للقانون الدولي ودون مزيد من التأخير، " باتخاذ جميع التدابير اللازمة بغية منع شن هجمات ضد البوسنة والهرسك انطلاقا من اقليمكم " .
