In the light of the provisions of the Convention and the elaboration of its principles in general recommendation No. 15 and the present recommendation, the Committee recommends that the States parties declare and effectively sanction as offences punishable by law:
وفي ضوء أحكام الاتفاقية وتفصيل مبادئها في التوصية العامة 15 وهذه التوصية، توصي اللجنة بأن تعلن الدول الأطراف أن الجرائم التالية يعاقب عليها القانون وأن تعاقب عليها فعلياً:

Following the discussion, the Committee renewed its determination to work on a general recommendation on special measures, with the objective of providing overall interpretative guidance on the meaning of the above articles in the light of the provisions of the Convention as a whole.
وجدّدت اللجنة في أعقاب المناقشة عزمها على العمل من أجل وضع توصية عامة بشأن التدابير الخاصة، وذلك بهدف توفير توجيهات عامة لتفسير معنى المادتين المذكورتين أعلاه في ضوء أحكام الاتفاقية برمتها.

My delegation believes that there should be a further study of the overall competence of the Authority to prevent damage to the living resources of the Area in the light of the provisions of the Convention and of contemporary international environmental law.

32- وتلاحظ اللجنة بقلق أن إساءة تفسير قوانين الانتخابات أدت إلى توترات بين الجماعات الإثنية والدينية، وتوصي بإعادة النظر في هذه القوانين في ضوء أحكام الاتفاقية المتعلقة بحق جميع المواطنين في المشاركة في الحياة السياسية للبلد.

12. The terms " special measures " and " special and concrete measures " employed in the Convention may be regarded as functionally equivalent and have an autonomous meaning to be interpreted in the light of the Convention as a whole which may differ from usage in particular States parties.
12- يجوز النظر إلى تعبيري " تدابير خاصة " و " تدابير خاصة وملموسة " المستخدمين في الاتفاقية على أنهما متساويان في الوظيفة ولهما معنى مستقل يُفسّر في ضوء أحكام الاتفاقية ككل، قد يختلف عن استخدامهما في دول أطراف معيّنة.

12- يجوز النظر إلى تعبيري " تدابير خاصة " و " تدابير خاصة وملموسة " المستخدمين في الاتفاقية على أنهما متساويان في الوظيفة ولهما معنى مستقل يُفسّر في ضوء أحكام الاتفاقية ككل، قد يختلف عن استخدامهما في دول أطراف معيّنة.

The Committee calls upon the State party to ensure that the Convention and the Committee's views under the Optional Protocol, as well as the Committee's general recommendations, are made an integral part of legal education and training for all judges, lawyers and prosecutors with a view to enabling them to directly apply the provisions of the Convention and interpret national legal provisions in the light of the Convention.
وتدعو اللجنة الدولة الطرف إلى ضمان جعل أحكام الاتفاقية وآراء اللجنة بموجب البروتوكول الاختياري إلى جانب التوصيات العامة للجنة جزءاً لا يتجزأ من التعليم والتدريب في المجال القانوني الموجَّه لجميع القضاة والمحامين وأعضاء النيابة العامة بهدف تمكينهم من تطبيق أحكام الاتفاقية بصورة مباشرة ومن تفسير النصوص القانونية الوطنية في ضوء أحكام الاتفاقية.
