Presidential Decree No. 1338 of 6 September 1993 introduced preventive measures on behalf of minors with no means of support and young offenders, and reflected a new approach to the protection of the rights of children in difficult circumstances.
ولاحظ أن المرسـوم الرئاسي رقـم ١٣٣٨، المؤرخ ٦ أيلول/سبتمبر ١٩٩٣، ينص على تدابير وقائية تتعلق باﻷطفال القُصر أو المهملين أو الجانحين، ويعبر عن مفهوم جديد لحماية حقوق اﻷطفال الذين يعيشون ظروفا عصيبة.
