" Pursuant to the decision taken at the 6418th meeting, the President recognized the presence of Mr. Abdul Basit Turky Saed, Head of the Committee of Financial Experts of Iraq, at the Council table, in accordance with rule 37 of the Council's provisional rules of procedure.

The second quarterly report by the Government of Iraq pursuant to paragraph 5 of the same resolution was presented by the President of the Iraqi Committee of Financial Experts, Abdul Basit Turki Saeed, who outlined Iraq's plans for the successor arrangements for the Fund.
كما قدم رئيس لجنة الخبراء الماليين العراقيين، عبد الباسط تركي سعيد، التقرير الفصلي الثاني من حكومة العراق، وفقا للفقرة 5 من القرار نفسه، وحدد خطط العراق بخصوص الترتيبات الجديدة المتعلقة بالصندوق.

They demand the immediate release of the Libyan citizen Abdel Basset Al-Megrahi, who was convicted for political reasons wholly unconnected with the law, and, in the event that he remains in detention, regard him as a pawn in accordance with every relevant law and custom.
ويطالبون بالإفراج الفوري عن المواطن الليبي عبد الباسط المقرحي الذي تمت إدانته بموجب أسباب سياسية لا تمت إلى القانون بأية صلة، واعتباره في حالة استمرار حجزه رهينة طبقا لكل القوانين والأعراف ذات الصلة.

The two who committed this savage act of international terrorism were agents of the Libyan dictator Muammar al-Qaddafi, and in November 1991 a Federal court issued arrest warrants for Abdel Basset Al-Megrahi (Abd al-Basit al-Maqrahi) and Lamen Khalifa Fhimah (Al-Amin Khalifah Fahimah).
وكان مرتكبا العمل اﻹرهابي الدولي الوحشي عميلين للدكتاتور الليبي معمر القذافي، وفي شهر تشرين الثاني/نوفمبر ١٩٩١، أصدرت محكمة فيدرالية مذكرتي اعتقال بحق عبد الباسط المقرحي واﻷمين خليفة فحيمة.

4. The actions brought by Abdulbasit Abdulrahim and Shafiq Ben Mohamed Ben Mohamed Al-Ayadi (both delisted) are also pending before the General Court after they were referred back by the Court of Justice on appeal.

It reaffirmed the OIC's previous positions, reiterating its deep deploration of the ruling against the Libyan citizen Abdul Basit Al-Megrahi, as his condemnation was based on political motives and had no legal justification, as was affirmed by the United Nations Observers and a number of International Legal Experts.
كما أكد مجددا المواقف السابقة لمنظمة المؤتمر الإسلامي وأعرب عن أسفه العميق للحكم الذي صدر في حق المواطن الليبي عبد الباسط المقرحي، معتبرا أن اعتقاله غير قانوني وأنه تم بناء على مبررات سياسية مثلما أكد ذلك مراقبو الأمم المتحدة وعدد من الخبراء القانونيين الدوليين.

The President, with the consent of the Council, invited the representative of Iraq, Mr. Abdul Basit Turky Saed, Head of the Committee of Financial Experts of Iraq, at his request, to participate in the consideration without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure.

The third quarterly report of the Government of Iraq pursuant to paragraph 5 of the same resolution was presented by the President of the Iraqi Committee of Financial Experts, Abdul Basit Turki Saeed, who briefed the members of the Council on the Iraqi proposal to extend the immunity for the Development Fund for Iraq for a further year.

4. To demand the immediate release of the Libyan citizen Abdel Basset AlMegrahi, who has been convicted for political reasons totally unrelated to the law, and who, under all applicable laws and customs, may be regarded as a hostage;
4 - المطالبة بالإفراج الفوري عن المواطن الليبي عبد الباسط المقرحي الذي تمت إدانته بموجب أسباب سياسية لا تمت إلى القانون بأية صلة، واعتباره في حالة استمرار حجزه، رهينة طبقا لكل القوانين والأعراف ذات الصلة.

3. To alert world public opinion to the political motives that underlay a verdict imposed on the Libyan national Abdel Basset Al-Megrahi that legal experts have found to be flawed in several respects;
3 - لفت انتباه الرأي العام العالمي إلى الدوافع السياسية التي وقفت وراء خضوع المواطن الليبي عبد الباسط المقرحي لحكم أخذ عليه الخبراء القانونيون عدة عيوب.

Expressing regret over the ruling passed by the Scottish Court of Appeal which supported the condemnation of the Libyan citizen Abdul Baset Al-Megrahi on the basis of political considerations, with no connection to law whatsoever;
وإذ يعرب عن أسفه لصدور حكم محكمة الاستئناف الأسكتلندية الذي أيد إدانة المواطن الليبي عبد الباسط المقرحي استنادا على معطيات سياسية لا تمت للقانون بصلة،

Abdol Basit Rigi had been arrested three years earlier, reportedly kept in solitary confinement for 11 months and tortured.
وقد أوقف عبد الباسط ريجي قبل ثلاث سنوات، ويدعى أنه مكث في الحبس الانفرادي طيلة 11 شهراً وأنه خضع للتعذيب.

The verdict of the Court was that Abdelbaset Ali Mohmed Al Megrahi was guilty and that Al Amin Khalifa Fhimah was not guilty.
