The Committee considers that the failure to submit a report for such a long period of time constitutes a breach by Barbados of its obligations under article 40 of the Covenant and an obstacle to a thoroughgoing consideration of the steps to be taken to ensure the satisfactory implementation of the provisions of the Covenant.
وترى اللجنة أن عدم تقديم تقرير لفترة زمنية طويلة كهذه يشكل خرقاً من بربادوس لالتزاماتها بموجب المادة 4٠ من العهد وعقبة تعوق النظر على نحو شامل في الخطوات التي يتعين اتخاذها لضمان التنفيذ المرضي لأحكام العهد.
