٤- تتعهد الصين، بوصفها عضوا دائما في مجلس اﻷمن التابع لﻷمم المتحدة، بالقيام بعمل داخل المجلس لحمل المجلس على اتخاذ التدابير المناسبة كي يقدم، وفقا لميثاق اﻷمم المتحدة، المساعدة اللازمة ﻷية دولة غير حائزة لﻷسلحة النووية تتعرض لهجوم باﻷسلحة النووية، وكي يفرض عقوبات صارمة وفعالة على الدولة المهاجمة.
