57 - وقد بُذلت محاولات في الفترة الأخيرة لإعادة تفسير المادة الرابعة من المعاهدة بشأن حق الدول غير الحائزة للأسلحة النووية في الحصول على التكنولوجيا النووية للأغراض السلمية وذلك بتصنيف التكنولوجيا النووية بوصفها تكنولوجيا حساسة كما جرت مبادرات لعرقلة الاعتماد الذاتي للبلدان النامية في صدد إشباع احتياجاتها من الوقود النووي.

36. Mr. Naziri (Islamic Republic of Iran) said that the inalienable right of all States parties to have access to nuclear technology for peaceful purposes without discrimination under article IV of the Treaty emanated from the fact that scientific and technological achievements were the common heritage of humanity and from the need for balance between rights and obligations, which provided incentives for membership and compliance.
