Certain clauses contained in the agreements proposed to ECLAC by the Inter-American Development Bank and other international financial institutions were not compatible with the standard United Nations Secretariat agreements and were even contrary to the United Nations Financial Regulations and Rules.
فبعض البنود التي وردت في الاتفاقات التي اقترحها على اللجنة الاقتصادية لأمريكا اللاتينية ومنطقة البحر الكاريبي مصرف التنمية للبلدان الأمريكية وغيره من المؤسسات المالية الدولية كانت تتعارض مع اتفاقات الأمانة العامة للأمم المتحدة الموحدة، بل كانت تتنافى مع النظام المالي والقواعد المالية للأمم المتحدة.

11. At its 5th and 6th meetings, on 11 and 12 June 1997, the Committee for Programme and Coordination considered the note by the Secretary-General on the reform of the United Nations and its impact on the Economic Commission for Latin America and the Caribbean (E/1997/5).
١١ - نظرت لجنة البرنامج والتنسيق، في جلستيها ٥ و ٦ المعقودتين في ١١ و ١٢ حزيران/يونيه ١٩٩٧ في المذكرة المقدمة من اﻷمين العام عن إصلاح اﻷمم المتحدة وأثره على اللجنة الاقتصادية ﻷمريكا اللاتينية ومنطقة البحر الكاريبي (E/1997/5).

17. At the 2nd meeting, the Council had before it a note by the Secretary-General on reform of the United Nations and its impact on the Economic Commission for Latin America and the Caribbean (E/1997/5) and a draft decision (E/1997/L.5) submitted by the President and members of the Bureau.

At its 2nd plenary meeting, on 7 February 1997, the Economic and Social Council took note of the note by the Secretary-General on reform of the United Nations and its impact on the Economic Commission for Latin America and the Caribbean,E/1997/5. and decided to transmit it to the Committee for Programme and Coordination at its thirty-seventh session for consideration.
أحاط المجلس الاقتصادي والاجتماعي علما في جلسته العامة الثانية المعقودة في ٧ شباط/فبراير ١٩٩٧، بمذكرة اﻷمين العام بشأن إصلاح اﻷمم المتحدة وأثره على اللجنة الاقتصادية ﻷمريكا اللاتينية ومنطقة البحر الكاريبي)٦(، وقرر إحالتها إلى لجنة البرنامج والتنسيق للنظر فيها في دورتها السابعة والثلاثين.

Pursuant to Economic Commission for Latin America and the Caribbean resolution 553 (XXVI), the Council will also have before it a note by the Secretary-General on reform of the United Nations and its impact on the Economic Commission for Latin America and the Caribbean.
