11. Australia is of the firm view that the Additional Protocol together with a comprehensive safeguards agreement is the current verification standard pursuant to article III.1 of the Treaty, and believes the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons should take a decision to that effect.

In all activities designed to facilitate the peaceful uses of nuclear energy, the Conference affirms that an INFCIRC/153 (Corrected) Safeguards Agreement, together with an Additional Protocol (INFCIRC/540 (Corrected)), represent the Agency's safeguards system pursuant to article III.1 of the Treaty.
6 - في جميع الأنشطة الهادفة إلى تيسير استخدام الطاقة النووية للأغراض السلمية، يؤكد المؤتمر أن اتفاق الضمانات INFCIRC/153 (المصوَّبة)، مشفوعا بالبروتوكول الإضافي (INFCIRC/540 (المصوَّبة))، يمثلان نظام الضمانات المعتمد في الوكالة عملا بالمادة الثالثة -1 من المعاهدة.

In all activities designed to facilitate the peaceful uses of nuclear energy, the Vienna Group affirms that a Safeguards Agreement (INFCIRC/153 (Corrected)), together with an Additional Protocol (INFCIRC/540 (Corrected)), represent the Agency's safeguards system pursuant to article III.1 of the Treaty.

In addition, since a Comprehensive Safeguards Agreement together with an Additional Protocol to that agreement provides the basis for increased confidence about declared nuclear materials and activities and about the absence of undeclared nuclear material and activities in a given State, the Preparatory Committee should recognize that this represents the current verification standard pursuant to article III of the Treaty.
