Emissions shall be reduced below or removals by sinks shall be increased beyond those that would have occurred in the absence of the validated project activity, where the validated baseline is defined as the GHG emissions or removals by sinks in the absence of the project activity;

77. Options discussed by Parties to reduce emissions by sources and/or increase removals by sinks in the forestry sector can be grouped into four general categories:

Decides that the adjustment procedure shall result in estimates that are conservative for the Party concerned so as to ensure that anthropogenic emissions are not underestimated and anthropogenic removals by sinks and anthropogenic base year emissions are not overestimated;

The baseline for an Article 6 project activity is the future scenario of what the GHG emissions or removals by sinks would be in the absence of the project activity, calculated using the validated baseline methodology for the project activity.

(a) A project-specific baseline which establishes the emissions [and/or removals by sinks] for a specific reference case that represents what would occur in the absence of the project activity > which is unique to the project < .

(a) The actual GHG emissions or removals by sinks after the project activity has been implemented can be measured and monitored, in accordance with provisions in this document and the UNFCCC Article 6 reference manual;

In introducing the two agenda sub-items together, the President recalled that joint implementation (JI) under Article 6 of the Kyoto Protocol provides an opportunity for Annex I Parties with a commitment inscribed in Annex B to the Kyoto Protocol to acquire emission reduction units resulting from projects hosted by any other such Party aimed at reducing emissions of greenhouse gases or enhancing removals by sinks.

Requests the Subsidiary Body for Scientific and Technological Advice to assess, based on the work of, inter alia, the Intergovernmental Panel on Climate Change, the implications of the choice of metrics used to calculate the carbon dioxide equivalence of anthropogenic emissions by sources and removals by sinks of the greenhouse gases listed in Annex A to the Kyoto Protocol for the third or subsequent commitment periods.
