It is important to stress the importance of the role played in this process by the Secretary-General and the Moderator of the peace negotiations, Mr. Jean Arnault, whose work deserves the recognition and praise of the General Assembly. Since the beginning of the negotiations the Group of Friends of the Guatemalan peace process, of which Spain is a member, has been assisting both the Secretary-General and the parties.

The Commission to Clarify Past Human Rights Violations and Acts of Violence That Have Caused the Guatemalan Population to Suffer (the " Clarification Commission " ) was established by means of the Agreement concluded at Oslo on 20 June 1994 between the Government of the Republic of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) as part of the Guatemalan peace process.
