Despite the lack of major progress in the peace process and the existence of security conditions that prevent the United Nations from engaging more fully in Somalia, my Special Adviser reported to me that IGAD leaders and members of the international community expressed cautious optimism that, in the light of the decision taken at the 9th IGAD Summit, a way forward could indeed be found in the national reconciliation process in Somalia.

14. Emphasizes the relationship between national rehabilitation and progress in the process of national reconciliation in Somalia, and encourages donor countries to make contributions to Somalia's rehabilitation as demonstrable political progress occurs, and in particular to contribute urgently to rehabilitation projects in those regions where progress on political reconciliation and security has been made;
٤١ - يشدد على العلاقة بين التعمير الوطني وبين التقدم في عملية المصالحة الوطنية في الصومال ويشجـع البلدان المانحة على تقديم مساهمات لتعمير الصومال في ضوء ما يحرز من تقدم سياسي ملموس، وأن تسهم على نحو عاجل بالذات في مشاريع اﻹصلاح بالمناطق التي يتحقق فيها تقدم نحو المصالحة السياسية واﻷمن؛

The Council encouraged all parties throughout Somalia to participate in the process and demanded that all Somalia parties abide by and implement expeditiously the decisions adopted throughout, including the Declaration on Cessation of Hostilities and the Structures and Principles of the Somalia National Reconciliation Process.
