Under the current procedures approved by the General Assembly, a Member State is reimbursed the generic fair-market value of an item of equipment in the event it is lost due to hostile action or forced abandonment.

On those elements of the recommendations of the Working Groups not specifically endorsed by the Secretary-General in his report (A/50/807), only the issues of the liability of the United Nations under the lease system and loss of or damage to equipment due to hostile action or forced abandonment still require further clarification.

1. Damage/loss caused by hostile action or forced abandonment is possible in United Nations peacekeeping operations where troop/police contributors are deployed under Chapter VII. It is proposed that the threshold value for such cases should be reduced to $100,000.

(i) The Phase III Working Group recommended that the United Nations should be responsible for compensating troop-contributing countries for loss of or damage to major equipment due to hostile action or forced abandonment in respect of each and every item of major equipment valued at $250,000 and above, as well as of major equipment whose collective value equals or exceeds $250,000.
' ١ ' أوصى الفريق العامل المعني بالمرحلة الثالثة بأن تكون اﻷمم المتحدة مسؤولة عن تعويض البلدان المساهمة بقوات عن فقد المعدات الرئيسية أو تلفها من جراء عمل عدائي أو تخل قسري بالنسبة ﻷي من المعدات الرئيسية التي تبلغ قيمتها أو تزيد على ٠٠٠ ٢٥٠ دولار، فضلا عن المعدات الرئيسية التي تبلغ قيمتها اﻹجمالية أو تزيد على ٠٠٠ ٢٥٠ دولار.

(b) For major equipment lost or damaged as a result of single hostile action or forced abandonment, the United Nations will assume liability for each item of major equipment whose GFMV equals or exceeds $250,000 or for major equipment lost or damaged when the collective GFMV of such equipment equals or exceeds $250,000.
(ب) بالنسبة للمعدَّات الرئيسية التي تتعرَّض للفقد أو التلف نتيجة عمل عدائي أو تخل قسري إفرادي، تتحمَّل الأمم المتحدة المسؤولية عن كل صنف من المعدَّات الرئيسية تكون القيمة السوقية المجزية العامة له 000 250 دولار أو أكثر، أو بالنسبة للمعدَّات الرئيسية التي تتعرض للفقد أو التلف إذا كانت تلك القيمة لهذه المعدَّات مجتمعة 000 250 دولار أو أكثر.
