2. Each State Party may adopt such measures as may be necessary to establish its jurisdiction over the offences that it has established in accordance with this Protocol when The offence is committed by one of its nationals or by a person who habitually resides in its territory.
٢- يجوز لكل دولة طرف أن تتخذ ما قد يلزم من تدابير لممارسة ولايتها القضائية على اﻷفعال التي جرمتها وفقا لهذا البروتوكول، عندما يرتكب الجرم أحد مواطنيها أو شخص يقيم عادة داخل اقليمها.

(a) The offence is committed in the territory of that State; or
)أ( عندما يرتكب الجرم في اقليم تلك الدولة ؛ أو

(b) The offence was committed against [that State or] a national of that State [; or] Some delegations expressed a reservation about this subparagraph.
)ب( عندما يرتكب الجرم ضد ]تلك الدولة[ أو أحد مواطني تلك الدولة ]؛ أو[أبدت بضعة وفود تحفظها على هذه الفقرة الفرعية .

(b) The offence is committed by a national or a habitual resident of that State; or

(b) The offence is committed on board a vessel that is flying the flag of that State or an aircraft that is registered under the laws of that State at the time The offence is committed; or
