2. Decides to authorize, on the basis of the above recommendation, the renewal of the mandate of the United Nations component of the International Civilian Mission to Haiti until 31 December 1999, according to the terms of reference and modalities under which the Mission is operating;
٢ - تقرر أن تأذن، على أساس التوصية الواردة أعلاه، بتجديد ولاية عنصر اﻷمم المتحدة في البعثة المدنية الدولية في هايتي حتى ١٣ كانون اﻷول/ ديسمبر ٩٩٩١، وفقا للصلاحيات والطرائق التي تعمل البعثة بموجبها؛

Noting with satisfaction that, in its resolution 52/174 of 18 December 1997, the General Assembly renewed the mandate of the United Nations component of the International Civilian Mission of the Organization of American States and the United Nations in Haiti,

4. The Advisory Committee recalls that under operative paragraphs 1 and 2 of draft resolution A/53/L.57, the General Assembly would renew the participation of the United Nations in MICIVIH, and the mandate of the United Nations component of the Mission would be extended until 31 December 1999.
٤ - وتشير اللجنة الاستشارية إلى أن الجمعية العامة ستجدد، بموجب الفقرتين ١ و ٢ من منطوق مشروع القرار A/53/L.57، مشاركة اﻷمم المتحدة في البعثة المدنية الدولية في هايتي، وستمدد ولاية عنصر اﻷمم المتحدة في البعثة إلى ٣١ كانون اﻷول/ ديسمبر ١٩٩٩.

The draft resolution welcomes the recommendation of the Secretary-General in his most recent report on the situation of democracy and human rights in Haiti to extend the mandate of the United Nations component of the International Civilian Mission to Haiti until 31 December 1999.
ويرحب مشروع القرار بتوصية اﻷمين العام في آخر تقرير له عن حالة الديمقراطية وحقوق اﻹنسان في هايتي، بتمديد ولاية عنصر اﻷمم المتحدة في البعثة المدنية الدولية في هايتي حتى ٣١ كانون اﻷول/ يسمبر ١٩٩٩.

The present report is the second of two reports on the implementation of General Assembly resolution 53/95 of 8 December 1998, by which the Assembly renewed the mandate of the United Nations component of the International Civilian Mission in Haiti (MICIVIH), undertaken jointly with the Organization of American States (OAS), until 31 December 1999.
١ - هذا التقرير هو الثاني من تقريرين يتعلقان بتنفيذ قرار الجمعية العامة ٥٣/٩٥ المؤرخ ٨ كانون اﻷول/ ديسمبر ١٩٩٨، الذي جددت الجمعية العامة بموجبه حتى ٣١ كانون اﻷول/ ديسمبر ١٩٩٩ ولاية عنصر اﻷمم المتحدة في البعثة المدنية الدولية في هايتي، التي يضطلع بها بصورة مشتركة مع منظمة الدول اﻷمريكية.

In the event that the mandate for the United Nations component of the International Civilian Mission in Haiti (MICIVIH) is extended beyond 31 July 1997, the team can be accommodated in the MICIVIH headquarters building and the provision for rental space would not be required.

By the same resolution, the Assembly also decided to authorize the extension of the mandate of the United Nations component of the Mission until 7 February 1996, according to the terms of reference and modalities under which the Mission was operating.
وفي نفس القرار انتهت الجمعية العامة أيضا إلى أن تأذن بتمديد ولاية عنصر اﻷمم المتحدة في البعثة حتى ٧ شباط/فبراير ١٩٩٦، وفقا للاختصاصات والطرائق التي تعمل البعثة بموجبها.

2. In paragraph 2 of the draft resolution, the General Assembly would authorize the renewal of the mandate of the United Nations component of the International Civilian Mission to Haiti (MICIVIH) until 31 December 1998, according to the terms of reference and modalities under which the Mission was operating.
٢ - وأضاف قائلا إن الجمعية العامة ستأذن في الفقرة ٢ من مشروع القرار بتجديد ولاية عنصر اﻷمم المتحدة في البعثة المدنية الدولية في هايتي حتى ٣١ كانون اﻷول/ ديسمبر ١٩٩٨، وفقا للصلاحيات والطرائق التي تعمل البعثة بموجبها.

5. Under the terms of draft resolution A/53/L.57, the joint participation of the United Nations with the Organization of American States (OAS) in MICIVIH would be renewed, and the mandate of the United Nations component of the Mission would be extended until 31 December 1999.
٥ - بموجب مشروع القرار A/53/L.57، تجدد ولاية اﻹشراف المشترك لﻷمم المتحدة مع منظمة الدول اﻷمريكية في البعثة المدنية الدولية في هايتي وتمدد ولاية عنصر اﻷمم المتحدة في البعثة حتى ٣١ كانون اﻷول/ ديسمبر ١٩٩٩.

Should the General Assembly adopt draft resolution A/53/L.57, the joint participation of the United Nations with the Organization of American States in the International Civilian Mission in Haiti (MICIVIH) would be renewed and the mandate of the United Nations component of the Mission would be extended until 31 December 1999.
وقال إنه في حالة اعتماد الجمعية العامة لمشروع القرار A/53/L.57، ستتجدد مشاركة اﻷمم المتحدة مع منظمة الدول اﻷمريكية في البعثة المدنية الدولية في هايتي، وستمدد ولاية عنصر اﻷمم المتحدة في البعثة حتى ٣١ كانون اﻷول/ ديسمبر ١٩٩٩.

4. Under the terms of draft resolution A/50/L.67, the mandate of the joint participation of the United Nations with OAS in MICIVIH would be renewed and the mandate of the United Nations component of the Mission would be extended until 31 August 1996.
٤ - ومن المتوخى بموجب أحكام مشروع القرار A/50/L.67 تجديد الولاية المتعلقة بمشاركة اﻷمم المتحدة مع منظمة الدول اﻷمريكية في البعثة المدنية الدولية في هايتي وتمديد ولاية عنصر اﻷمم المتحدة في البعثة حتى ٣١ آب/أغسطس ١٩٩٦.

The European Union therefore supports the extension of the United Nations component of MICIVIH for a period of one year with the current mandate and staff level, as recommended by the Secretary-General and requested earlier by the President of Haiti.
ولذا فإن الاتحاد الأوروبي يؤيد تمديد عنصر اﻷمم المتحدة في البعثة المدنية الدولية المشتركة لمدة سنة واحدة، على أساس ولايتها الحالية وقوام موظفيها الحالي، كما أوصى بذلك اﻷمين العام، وكما طلب في وقت سابق رئيس هايتي.
