2. For the purposes of these Principles, internally displaced persons are persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border.
2- ولغرض هذه المبادئ، يُقصد بالمشردين داخلياً الأشخاص أو جماعات الأشخاص الذين أُكرهوا على الهرب أو على ترك منازلهم أو أماكن إقامتهم المعتادة أو اضطروا إلى ذلك، ولا سيما نتيجة أو سعياً لتفادي آثار نزاع مسلح أو حالات عنف عام الأثر أو انتهاكات حقوق الإنسان أو كوارث طبيعية أو كوارث من فعل البشر ولم يعبروا الحدود الدولية المعترف بها للدولة.

The problematic nature of human rights discourse regarding violence, which has until recently regarded violence mostly as public violence perpetrated by or condoned by the State, and which often carries with it the elements of spectacle, has led to the marginalization and invisibility of violence perpetrated against women in the private sphere.
55- لقد أسفرت الإشكالية التي ينطوي عليها خطاب حقوق الإنسان فيما يتعلق بالعنف، وهو خطاب اعتبر العنف حتى عهد قريب، بمثابة عنف عام في معظم الأحوال، ترتكبه الدولة أو تتغاضى عنه، ويحمل غالباً عناصر العرض الفُرجوي في طياته، عن تهميش العنف المرتكب ضد النساء في المجال الخاص والتعتيم عليه.

The Guiding Principles define internally displaced person as " persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflicts, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized state border " .
