ولذا فعلى مجلس الأمن أن يتصدى لتلك التصريحات البغيضة بإدانتها بشكل لا لبس فيه وأن يطالب ذلك النظام بالكف فورا عن التهديد باستخدام القوة ضد دول أعضاء في الأمم المتحدة ووضع حد لذلك التهديد.

الامتناع عن التهديد باستخدام القوة أو استخدامها

In accordance with the principles of the Charter, States had a duty to refrain from the threat or use of force.
ومن واجب الدول، بمقتضى مبادئ الميثاق، الامتناع عن التهديد باستخدام القوة أو استخدامها.

Nuclear-weapon States should pledge, in accordance with the Charter of the United Nations, to refrain from threatening to use nuclear weapons against nonnuclear States, and should undertake to implement the relevant General Assembly resolutions.
وأن تتعهد الدول الحائزة لأسلحة نووية بالامتناع، ووفقا لميثاق الأمم المتحدة، عن التهديد باستخدام تلك الأسلحة ضد الدول غير النووية، وأن تلتزم بتطبيق قرارات الجمعية العامة للأمم المتحدة ذات الصلة.

The Security Council should react to these threats by unambiguously condemning them and calling on the said regime to cease and desist immediately from the threat of using force against Members of the United Nations.
وينبغي لمجلس الأمن أن يرد على هذه التهديدات بإدانتها بشكل لا لبس فيه وأن يدعو النظام المذكور إلى الكف والإقلاع فورا عن التهديد باستخدام القوة ضد أعضاء الأمم المتحدة.

The use of force as an exceptional means of diplomatic protection would contravene the requirement in the Charter of the United Nations that States should refrain in their mutual relations from the threat or use of force.
وقال إن استخدام القوة كوسيلة استثنائية للحماية الدبلوماسية يتعارض مع الشرط المنصوص عليه في ميثاق الأمم المتحدة وهو أنه ينبغي للدول أن تمتنع في علاقاتها المتبادلة عن التهديد باستخدام القوة.
