The second study (at a cost of $160,798) was to report on the evolution of the support account and to develop a proposal for a staffing requirements model and a related methodology.

41. The Advisory Committee recalls that the General Assembly, in its resolution 62/250 reiterated the request made in its resolution 61/279 for the Secretary-General to submit a comprehensive report on the evolution of the support account at the second part of its sixty-third session, within the context of the budget proposal for the support account for 2009/10.

As indicated in the proposed budget (see A/63/767), the Secretary-General commissioned a study on the evolution of the support account by external management consultants, the results of which were submitted in February 2009.

195. The study that was commissioned on the evolution of the support account, the results of which were presented in the support account budget for the period 2009/10 (A/63/767 and Corr.1), concluded that the evolution of the support account was correlated with the increased complexity of the mandates of peacekeeping operations and the significant increase in the deployment of peacekeeping personnel to the field.

The Committee also notes that the Board did not have before it the report of the Secretary-General on the evolution of the support account (A/63/767, sect. II) at the time of its reporting on this matter and that it was not able to conduct its review of the effectiveness of the guidelines for the integrated mission planning process or for the administration of quick-impact projects since the guidelines had not been finalized.
