In the light of the fact that the information submitted by the Russian Federation to date did not appear to explain the Party's deviation, the Secretariat also invited the Party to consider submitting, in time for consideration at the current meeting, a plan of action to ensure the Party's prompt return to compliance with the CFC consumption control measures of the Protocol.
