In order to help the Special Committee discharge its mandate and assist the peoples in the Non-Self-Governing Territories to achieve self-determination, the Special Committee must continue its work in a proactive, pragmatic, dynamic and innovative manner.
ومن أجل مساعدة اللجنة الخاصة في الاضطلاع بولايتها، ومساعدة الشعوب في الأقاليم غير المتمتعة بالحكم الذاتي على تحقيق تقرير المصير، ينبغي للجنة الخاصة أن تواصل أعمالها على نحو نشط وعملي ودينامي وإبداعي.

Concerned about any activities aimed at exploiting the natural and human resources of the Non-Self-Governing Territories to the detriment of the interests of the inhabitants of those Territories,
وإذ يساورها القلق إزاء أي أنشطة ترمي إلى استغلال الموارد الطبيعية والبشرية للأقاليم غير المتمتعة بالحكم الذاتي على نحو يضر بمصالح سكان تلك الأقاليم،

31. As to discussing the situation in the Non-Self-Governing Territories on an individual basis, that procedure would represent a real departure from tradition.
31 - أما عن مناقشة الحالة في الأقاليم غير المتمتعة بالحكم الذاتي على أساس فردي، فإن هذا الإجراء سيكون بحق خروجا على العرف.

At a time when new types of human rights were being developed and affirmed, it was alarming that the right to self-determination remained inaccessible to some peoples, including the Palestinians and the peoples of the 16 Non-Self-Governing Territories on the United Nations decolonization list, including the people of the Western Sahara.
وذكر أنه في الوقت الذي تظهر فيه وتتأكد أنواع جديدة من حقوق الإنسان فإن مما يدعو إلى الانزعاج أن يظل حق تقرير المصير غير متاح لبعض الشعوب ومنها الشعب الفلسطيني وشعوب 16 إقليما من الأقاليم غير المتمتعة بالحكم الذاتي على قائمة الأمم المتحدة لإنهاء الاستعمار بما فيها شعب الصحراء الغربية.

While the work of the United Nations had enabled many peoples to gain independence, the fact that there were still 16 Non-Self-Governing Territories on the United Nations list clearly showed that the decolonization process was not over.
وفي حين أن عمل الأمم المتحدة مكّن الكثير من الشعوب من تحقيق الاستقلال فإن وجود 16 إقليما من الأقاليم غير المتمتعة بالحكم الذاتي على قائمة الأمم المتحدة حتى الآن يبين بوضوح أن عملية القضاء على الاستعمار لم تنته بعد.

The role of the Special Committee has been to assist the people in the Non-Self-Governing Territories in determining their political future without external interference.
ويتمثل دور اللجنة الخاصة في مساعدة شعوب الأقاليم غير المتمتعة بالحكم الذاتي على تقرير مستقبلها السياسي دون تدخل خارجي.

This, in turn, may also contribute to enhancing the capacity of the Non-Self-Governing Territories for full self-governance.
وهذا ما قد يسهم بدوره في تعزيز قدرة الأقاليم غير المتمتعة بالحكم الذاتي على بلوغ مرحلة الحكم الذاتي الكامل.

It is acknowledged that all Non-Self-Governing Territories are at different stages of development.
ومن المسلم به أن التنمية في كل اﻷقاليم غير المتمتعة بالحكم الذاتي على مستويات مختلفة.
