The SBI noted that the training materials should be updated and enriched on a periodic basis, taking into account the current and future needs of non-Annex I Parties, the provisions under the Convention and the relevant decisions of the COP.

The SBI noted the recommendation that a long-term work programme to cover the activities of the CGE should be developed, in order to efficiently respond to the needs for technical assistance of Parties not included in Annex I to the Convention (non-Annex I Parties) for meeting their reporting requirements.
ولاحظت الهيئة الفرعية التوصية المتعلقة بضرورة وضع برنامج عمل طويل المدى يشمل أنشطة فريق الخبراء الاستشاري، وذلك لكي يلبي بصورة فعالة لاحتياجات الأطراف غير المُدرجة في المرفق الأول من المساعدة التقنية من أجل الوفاء بالتزامات الإبلاغ التي تقع عليها().

Decides to set up a nationally appropriate mitigation action crediting mechanism under the Kyoto Protocol, in which credits for the verifiable nationally appropriate mitigation actions of the developing country Parties not included in Annex I of the Convention can be issued in order to assist such Parties in achieving sustainable development and contributing to global efforts to combat climate change;
10- يُقرر إنشاء آلية لتسجيل الأرصدة الدائنة لإجراءات التخفيف المناسبة وطنياً بموجب بروتوكول كيوتو، يمكن في إطارها تسجيل أرصدة دائنة لإجراءات التخفيف المناسبة وطنياً، والتي يمكن التحقق منها والتي تتخذها البلدان النامية الأطراف غير المُدرجة في المرفق الأول للاتفاقية بغية مساعدة هذه الأطراف في تحقيق التنمية المستدامة والمساهمة في الجهود المبذولة عالمياً لمكافحة تغير المناخ؛

10- يُقرر أن ينشئ آلية لتسجيل الأرصدة الدائنة لإجراءات التخفيف المناسبة وطنياً بموجب بروتوكول كيوتو، يمكن في إطارها تسجيل أرصدة دائنة لإجراءات التخفيف المناسبة وطنياً، والتي يمكن التحقق منها، التي تتخذها البلدان النامية الأطراف غير المُدرجة في المرفق الأول للاتفاقية بغية مساعدة هذه الأطراف في تحقيق التنمية المستدامة والمساهمة في الجهود العالمية المبذولة لمكافحة تغير المناخ؛

44. With a view to responding efficiently to the continuous capacity-building needs of non-Annex I Parties as a result of enhanced reporting under the Convention, the CGE recommended that the SBI request the CGE, in the future, to develop long term management/business plan to cover the activities of the CGE.
44- بغية الاستجابة على نحو مجدٍ إلى الاحتياجات المستمرة للأطراف غير المُدرجة في المرفق الأول في مجال بناء القدرات نتيجة لتعزيز الإبلاغ في إطار الاتفاقية، أوصى فريق الخبراء الاستشاري بأن تطلب الهيئة الفرعية للتنفيذ إلى الفريق مستقبلاً وضع خطة تنظيم/عمل طويلة الأجل تشمل أنشطة الفريق.
