With respect to the current debate on this issue, I should like to reaffirm a few basic positions.

As to the effects of the crisis on development, I would like to stress that the impacted countries are suffering because of actions or inaction by parties outside the developing world.
أما بخصوص آثار الأزمة على التنمية، فإنني أود أن أشدد على أن البلدان المتأثرة تعاني بسبب ما تتخذه أو تتقاعس في اتخاذه الأطراف خارج العالم النامي من إجراءات.

With regard to the statement of the Armenian Minister on 6 December 2002, I would like to make the following observations.
وفيما يتعلق بالبيان الذي أدلى به الوزير الأرميني، في 6 كانون الأول/ديسمبر 2002، فإنني أود أن أبدي الملاحظات التالية:
