While noting that the provisions of the Convention can be directly invoked before domestic courts, the Committee regrets the lack of examples of instances where the Convention has been applied by the courts, as well as the absence of statistical data on complaints of racist acts, the corresponding prosecutions and the cases brought before the courts.

While noting that the training of all military officials, including those deployed to peacekeeping missions, includes a module on human rights and international humanitarian law, the Committee regrets the lack of specific training on children's rights and the provisions of the Optional Protocol in the curricula provided for military and law enforcement personnel, including those involved in international peacekeeping operations.

While taking due note of the new articles 281 septies and octies of the Criminal Code, which refer to private individuals, the Committee regrets the lack of a specific provision in the Criminal Code of the State party that prohibits organizations and propaganda activities from inciting racial hatred, in keeping with article 4 (b) of the Convention (arts. 2, 4 (b) and 7).
