Recalling its previous concluding observations, the Committee recommends that the State party consider closing the Yanamayo and Challapalca prisons.

In order to be able to evaluate the impact of expenditure on children, the Committee recommends that the State party identify the yearly budgetary amount and proportion spent on persons under 18 years of age.

Taking into consideration the limited availability of social workers and the scarcity of resources, the Committee recommends that the State party give greater support to the work of NGOs in this domain and provide the police services with training on children's rights so that the police can contribute to the protection of children from acts of violence or other abuse while on the street.

While welcoming the fact that courts in the State party have declared such practices unconstitutional, the Committee recommends that the State party ensure that, in the implementation of the residence registration system, the standards laid down in federal law and supported by decisions of the Constitutional and Supreme Courts are strictly applied.
ومع ترحيب اللجنة بإعلان المحاكم في الدولة الطرف عدم دستورية هذه الممارسات، فإنها توصي الدولة الطرف بأن تكفل، لدى تنفيذ نظام تسجيل الإقامة، تطبيق المعايير المنصوص عليها في القانون الاتحادي والتي تدعمها أحكام المحكمة الدستورية والمحكمة العليا، تطبيقاً دقيقاً.

Recalling that such information is necessary for the monitoring of policies in favour of minorities and for an assessment of the implementation of the Convention, the Committee recommends that the State party collect precise statistical data on persons belonging to minorities in Albania.
وإذ تشير اللجنة إلى أن هذه المعلومات لازمة لرصد السياسات المتبعة لصالح الأقليات ولتقييم تنفيذ الاتفاقية، فإنها توصي الدولة الطرف بأن تجمع البيانات الإحصائية الدقيقة عن المنتمين إلى الأقليات في ألبانيا.

While it acknowledges the need for balance between freedom of expression and measures to eradicate racist abuse and stereotyping, the Committee recommends that the State party carefully monitor such speech for possible violations of articles 2 and 4 of the Convention.

وإذ تلاحظ اللجنة مع التقدير أنه تم وضع مشروع استثمار يتضمن عنصر ميزانية قائماً على الحقوق بمشاركة وزير المالية، واللجنة الاستشارية الوطنية للتنمية البشرية، واللجنة الوطنية للأسرة والطفل، فإنها توصي الدولة الطرف بأن تعجل بهذه العملية قدر الإمكان وأن تضمن تنفيذها بفعالية.

While acknowledging the State party's national security concerns, the Committee recommends that the State party seek to balance those concerns with its human rights obligations, in particular regarding members of vulnerable groups,

67. Taking into account its general comment No. 1 (2001) on the aims of education, the Committee recommends that the State party:

Noting the responsibility of the Federal State for the implementation of the Convention, the Committee recommends that the State party provide in its next periodic report detailed information on the demographic composition of the population and socio-economic data disaggregated by gender and national and ethnic group for all its regions and communities.

Drawing the attention of the State party to its general comment No. 13 (2011) on the right of the child to freedom from all forms of violence, the Committee recommends that the State party:

Recalling its general comment No. 34 (2011) on freedoms of opinion and expression, the Committee recommends that the State party ensure that any restriction imposed on the freedom of the press should be in accordance with article 19, paragraph 3, of the Covenant.
وإذ تذكّر اللجنة بتعليقها العام رقم 34(2011) بشأن حرية الرأي والتعبير، فإنها توصي الدولة الطرف بأن تضمن توافق أي قيود تُفرض على حرية الصحافة مع أحكام الفقرة 3 من المادة 19 من العهد.
