18. On 15 May 2003 the Committee met with the Special Rapporteur on the question of torture of the Commission on Human Rights, Mr. Theodor van Boven.
18- في 15أيار/مايو 2003، اجتمعت اللجنة مع المقرر الخاص المعني بمسألة التعذيب التابع للجنة حقوق الإنسان، السيد تيودور فان بوفين.

Referring to above information, the Permanent Mission of Uzbekistan has the pleasure to report, inter alia, that 18 out of 22 recommendations of former Special Rapporteur on the question of torture Mr. Theo van Boven have been already implemented within the ongoing Action Plan.
وإذ تشير البعثة الدائمة لأوزبكستان إلى المعلومات آنفة الذكر، يسرّها أن تبلغ عن جملة أمور منها القيام في إطار خطة العمل الجارية بتنفيذ 18 من 22 توصية وضعها المقرر الخاص السابق المعني بمسألة التعذيب، ثيو فان بوفين.

Mr. van Boven (Netherlands) agreed that article 15 should be retained.
٧٣ - السيد فان بوفين )هولندا( : قال انه يوافق على ضرورة الابقاء على المادة ٥١ .

Mr. van Boven (Netherlands) said that he was committed to automatic jurisdiction in respect of all three core crimes.

Mr. van Boven (Netherlands) said that an ex officio role for the Prosecutor was essential if the Court was to be a viable institution.

78. Mr. van Boven (Special Rapporteur of the Commission on Human Rights on the question of torture) introduced his report (A/57/173), briefly reviewing the three main tasks that he had been mandated to perform.
78 - السيد فان بوفين (المقرر الخاص للجنة حقوق الإنسان المعني بمسألة التعذيب): قدم تقرره (A/57/173)، ثم أشارت بإيجاز إلى المهام الثلاث الرئيسية التي طُلِب إليه أن ينهض بأعبائها في إطار ولايته.

Although the " principles on reparation " , developed by Theo van Boven, have been approved by the General Assembly, the Joinet/Ohrentlicher principles should also be approved by the Assembly in order to strengthen a common approach.
ولئن كانت الجمعية العامة قد أقرت " مبادئ الجبر " التي وضعها ثيو فان بوفين()، فإن عليها أن تعتمد مبادئ جوانيه/أوهرينتليتشر أيضا من أجل تعزيز اتباع نهج موحد.

35. Mr. van Boven (Special Rapporteur of the Commission on Human Rights on torture and other cruel, inhuman or degrading treatment or punishment), responding to the representative of Norway, said that the Voluntary Fund for Victims of Torture provided financial support to organizations that worked to rehabilitate victims through a wide range of activities.
35 - السيد فان بوفين (المقرر الخاص للجنة حقوق الإنسان المعني بمسألة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة): رداً على النرويج، أكد أن صندوق التبرعات يقدم دعما ماليا إلى منظمات تشارك في إعادة تأهيل الضحايا بأن يقترح عليهم العديد من الأنشطة.

39. Mr. van Boven (Special Rapporteur on the question of torture and other cruel, inhuman or degrading treatment or punishment) confirmed that the media played a very important role by making the general public aware of certain problems and by bringing certain practices to light.
39 - السيد فان بوفين (المقرر الخاص للجنة حقوق الإنسان المعني بمسألة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة): أكد أن وسائط الإعلام تقوم بدور بالغ الأهمية، وذلك عن طريق توعية الجمهور العام بمختلف المشكلات وإلقاء الضوء على بعض الممارسات.

Mr. van Boven (Netherlands) shared some of the concerns expressed by the representative of Norway and others, particularly with regard to finding a satisfactory definition of aggression and to the intricate problem of the relationship with the Security Council.

Mr. van Boven (Netherlands) said that his delegation considered it essential that States that ratified the Statute should also accept the automatic jurisdiction of the Court with regard to the core crimes.
٦٨ - السيد فان بوفين )هولندا( : قال ان وفده يرى من اﻷمور اﻷساسية أن الدول التي تصدق على النظام اﻷساسي ينبغي أن تقبل أيضا الاختصاص التلقائي للمحكمة فيما يتعلق بالجرائم اﻷساسية .

Mr. van Boven (Netherlands), referring to the proposals in the “Further option”, said that he approved the provision allowing referral of a situation by the Security Council, which would institutionalize an already existing practice with regard to the situation in the former Yugoslavia and Rwanda.
