The first mission to Iraq was undertaken in 1992 by the previous Special Rapporteur, Mr. Max van der Stoel.

Mr. van der Stoel's report contained a heap of unsubstantiated and untrue charges and accusations concerning violations of human rights in southern Iraq in addition to his false allegations about damage to the environment and the inhabitants of the marshes caused by Leader Saddam River Project.
وتضمن تقرير السيد فان دير شتويل حشدا من الادعاءات والاتهامات التي لا يقوم عليها دليل وتفتقر إلى الصحة تتعلق بانتهاكات لحقوق اﻹنسان في جنوب العراق، إضافة إلى ادعاءات كاذبة من جانبه بشأن اﻹضرار ببيئة وسكان منطقة اﻷهوار من جراء مشروع نهر القائد صدام.

1. The Government of the Republic of Iraq has considered the report on the situation of human rights in Iraq submitted by Mr. Max van der Stoel to the Commission on Human Rights at its fifty-second session (E/CN.4/1996/61), and should like to put forward its observations on the claims and allegations contained therein.
١ - اطلعت حكومة جمهورية العراق على التقرير الذي قدمه فان دير شتويل إلى الدورة الثانية والخمسين للجنة حقوق اﻹنسان والوارد في الوثيقة E/CN.4/1996/61 وتود أن تبين ملاحظاتها بشأن المزاعم والادعاءات التي وردت فيه.

Following the resignation of Mr. Max van der Stoel (Netherlands) from the post of Special Rapporteur in November 1999, Mr. Andreas Mavrommatis (Cyprus) was appointed Special Rapporteur in December 1999.
وعقب استقالة السيد ماكس فان دير شتويل (هولندا) من منصبه كمقرر خاص في تشرين الثاني/نوفمبر 1999، تم تعيين السيد أندرياس مافروماتيس (قبرص) مقررا خاصا في كانون الأول/ديسمبر 1999.

6. The reports of Mr. Max van der Stoel, Special Rapporteur on the situation of human rights in Iraq from 1991 to 1999, indicate the extent to which enforced disappearance was used:

On instructions from my Government, I have the honour to transmit to you the reply of the Government of Iraq to the interim report entitled " Situation of human rights in Iraq " , prepared by the Special Rapporteur of the Commission on Human Rights, Mr. van der Stoel, and submitted to the General Assembly at its forty-eighth session as document A/48/600 (see annex).
بناء على تعليمات من حكومتي، أتشرف بأن أحيل اليكم رد حكومة العراق على التقرير المؤقت المعنون )حالة حقوق الانسان في العراق( الذي أعده المقرر الخاص للجنة حقوق الانسان السيد فان دير شتويل وقدمه إلى الجمعية العامة في دورتها الثامنة واﻷربعين بوصفه الوثيقة A/48/600 )انظر المرفق(.

126. In its resolution 1994/74, the Commission on Human Rights decided to extend for a further year the mandate of the Special Rapporteur, Mr. Max van der Stoel (Netherlands), and requested him to submit an interim report to the General Assembly at its forty-ninth session and a report to the Commission at its fifty-first session.
٦٢١ - قررت لجنة حقوق اﻹنسان، في قرارها ٤٩٩١/٤٧، تمديد ولاية المقرر الخاص السيد ماكس فان دير شتويل )هولندا( لمدة سنة أخرى، وطلبت إليه أن يقدم تقريرا مؤقتا إلى الجمعية العامة في دورتها التاسعة واﻷربعين وتقريرا إلى اللجنة في دروتها الحادية والخمسين.

134. In its resolution 1995/76, the Commission decided to extend for a further year the mandate of the Special Rapporteur, Mr. Max van der Stoel (Netherlands), and requested him to report periodically to the Commission on Human Rights and to submit an interim report to the General Assembly at its fiftieth session and a report to the Commission at its fifty-second session.
٤٣١- قررت اللجنة، في قرارها ٥٩٩١/٦٧، تمديد ولاية المقرر الخاص السيد ماكس فان دير شتويل )هولندا( لمدة سنة أخرى، وطلبت اليه أن يقدم تقارير دورية الى لجنة حقوق الانسان وأن يقدم تقريرا مؤقتا الى الجمعية العامة في دورتها الخمسين وتقريرا الى اللجنة في دورتها الثانية والخمسين.

90. In its resolution 1996/72, the Commission decided to extend for a further year the mandate of the Special Rapporteur, Mr. Max van der Stoel (Netherlands), and requested him to report periodically to the Commission on Human Rights and to submit an interim report to the General Assembly at its fifty—first session and a report to the Commission at its fifty-third session.
٠٩- قررت اللجنة، في قرارها ٦٩٩١/٢٧، تمديد ولاية المقرر الخاص السيد ماكس فان دير شتويل )هولندا( لمدة سنة أخرى، وطلبت اليه أن يقدم تقارير دورية الى لجنة حقوق الانسان وأن يقدم تقريرا مؤقتا الى الجمعية العامة في دورتها الحادية والخمسين وتقريرا الى اللجنة في دورتها الثالثة والخمسين.

38. In his report (E/CN.4/1999/37) the Special Rapporteur, Max van der Stoel expressed concern at the continuing violations of human rights in Iraq, including, inter alia, the imposition of oppressive measures directed in particular at ethnic and religious minorities.
٨٣ - في التقرير المقدم من المقرر الخاص المعني بحالة حقوق اﻹنسان في العراق، السيد ماكس فان دير شتويل (E/CN.4/1999/37)، أعرب عن قلقه إزاء استمرار انتهاكات حقوق اﻹنسان في العراق، التي تشمل ضمن جملة أمور فرض تدابير قمعية موجهة بصفة خاصة ضد اﻷقليات العرقية والدينية.

19. Mr. van der Stoel (Special Rapporteur of the Commission on Human Rights on the situation of human rights in Iraq) said that, having listened attentively to the statement by the Iraqi representative, he was forced once again to note that the Government of Iraq had not changed its position and showed no inclination to implement the relevant resolutions of the Security Council, the General Assembly or the Commission on Human Rights.
