In the current case, Peru would like to highlight that Article 96 of the Charter clearly establishes that it is within the competence of the General Assembly, the Security Council or other organs or specialized agencies that are authorized by the General Assembly to request advisory opinions of the Court on legal matters.

The International Court of Justice had an important role to play in that respect; all States, as well as the United Nations and its various agencies, should seek advisory opinions from the Court with a view to strengthening the rule of international law.
