2. The States parties to the present Covenant, recognizing the fundamental right of everyone to be free from hunger, shall take, individually and through international co-operation, the measures, including specific programmes, which are needed:
2- واعترافاً بما لكل إنسان من حق أساسي في التحرر من الجوع، تقوم الدول الأطراف في هذا العهد، فرادى وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:

1. Urges States to take steps, individually and through international assistance and cooperation, especially economic and technical, to the maximum of their available resources, with a view to achieving progressively the full realization of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health;
1- تحث الدول على القيام، فرادى وعن طريق المساعدة والتعاون الدوليين، وخاصة على الصعيدين الاقتصادي والتقني، وإلى أقصى حد تسمح به الموارد المتوفرة لديها، باتخاذ خطوات ترمي إلى تحقيق الإعمال التدريجي التام لحق كل فرد في التمتع بأعلى مستوى من الصحة البدنية والعقلية يمكن بلوغه؛

29. In its general comment No. 3 (1990) the Committee draws attention to the obligation of all States parties to take steps individually and through international assistance and cooperation, especially economic and technical, towards the full realization of the rights recognized in the Covenant.
29- تسترعي اللجنة الانتباه في تعليقها العام رقم 3(1990) إلى التزام جميع الدول الأطراف باتخاذ التدابير، فرادى وعن طريق المساعدة والتعاون الدوليين، ولا سيما في المجالين الاقتصادي والتقني، لإعمال الحقوق المعترف بها في العهد إعمالاً كاملاً.

(d) To take steps, individually and through international assistance and cooperation, especially economic and technical, to the maximum of their available resources, with a view to achieving progressively the full realization of the right of everyone to the enjoyment of the highest attainable standard of physical and mental health;
(د) أن تقوم، فرادى وعن طريق المساعدة والتعاون الدوليين، وخاصة على الصعيدين الاقتصادي والتقني، وإلى أقصى حد تسمح به الموارد المتوفرة لديها، باتخاذ خطوات ترمي إلى تحقيق الإعمال التدريجي التام لحق كل فرد في التمتع بأعلى مستوى من الصحة البدنية والعقلية يمكن بلوغه؛

61. Following the review, the General Assembly adopted paragraphs 80 to 90 in its resolution 61/105 calling upon States, inter alia, to take action immediately, individually and through RFMO/As, to sustainably manage fish stocks and protect vulnerable marine ecosystems from destructive fishing practices, and to adopt and implement measures to regulate bottom fisheries.
61 - وبعد إجراء الاستعراض، اعتمدت الجمعية العامة الفقرات 80 إلى 90 الواردة في قرارها 61/105 والتي تهيب بالدول، في جملة أمور، اتخاذ إجراءات فورية، فرادى وعن طريق المنظمات أو الترتيبات الإقليمية المعنية بإدارة مصائد الأسماك، لإدارة الأرصدة السمكية على نحو مستدام وحماية النظم الإيكولوجية البحرية الهشة من ممارسات الصيد المهلكة، واعتماد وتنفيذ تدابير لتنظيم الصيد في قاع البحار.

Following the review, the General Assembly, in paragraphs 80 to 90 of its resolution 61/105, called upon States, inter alia, to take action immediately, individually and through RFMO/As, to sustainably manage fish stocks and protect VMEs from destructive fishing practices, and to adopt and implement measures to regulate bottom fisheries.
وبعد إجراء الاستعراض، أهابت الجمعية العامة في الفقرات 80 إلى 90 من قرارها 61/105 بالدول اتخاذ إجراءات فورية، بين أمور أخرى، فرادى وعن طريق المنظمات أو الترتيبات الإقليمية المعنية بإدارة مصائد الأسماك، لإدارة الأرصدة السمكية على نحو مستدام وحماية النظم الإيكولوجية البحرية الهشة من ممارسات الصيد المهلكة، واعتماد وتنفيذ تدابير لتنظيم الصيد في قاع البحار.

29. In its general comment No. 3 (1990) on the nature of States parties' obligations (art. 2, para. 1, of the Covenant) the Committee drew attention to the obligation of all States parties to take steps individually and through international assistance and cooperation, especially economic and technical, towards the full realization of the rights recognized in the Covenant.
29- توجه اللجنة الانتباه في تعليقها العام رقم 3 (1990) بشأن طبيعة التزامات الدول الأطراف (الفقرة 1 من المادة 2 من العهد) إلى التزام جميع الدول الأطراف باتخاذ التدابير، فرادى وعن طريق المساعدة والتعاون الدوليين، ولا سيما في المجالين الاقتصادي والتقني، لإعمال الحقوق المعترف بها في العهد إعمالاً كاملاً.
