وتهدف مبادرة " ذوي الخوذ البيض " ، التي بدأها رئيس اﻷرجنتين في عام ١٩٩٣ ودخلت حيز التنفيذ في عام ١٩٩٥، إلى أن تكون أفرقة المتطوعين على أهبة الاستعداد ومتاحة عن طريق فرق المتطوعين الوطنية.
