In that regard, universal accession and ratification of the International Convention on the Elimination of All Forms of Racial Discrimination and the full implementation of its provisions are necessary in order to ensure the effectiveness of the fight against racism, racial discrimination, xenophobia and related intolerance.

12. In 2007, the Special Rapporteur on racism noted that the lack of comprehensive national legislation against racism, racial discrimination and xenophobia poses a major obstacle to the effectiveness of the fight against racism in Switzerland.
