That effort has reached consensus on certain principles, notably the commitment by Member States to share, on an equal footing, influenza viruses with pandemic potential and benefits, considering these as equally important parts of the collective action for global public health.

Coordinated foreign and health policy is essential to support negotiations on a fair, transparent, equitable and efficient framework for the sharing of influenza viruses with human pandemic potential, and for the sharing of benefits, including access to and distribution of affordable vaccines, diagnostics and treatments, to those in need, especially in developing countries, in a timely manner.
52 - وإن التنسيق بين السياسة الخارجية والسياسة الصحية أمر ضروري لدعم المفاوضات بشأن وضع إطار عادل وشفاف ومنصف وكفء لتبادل المعلومات عن فيروسات الإنفلونزا التي قد تتحوّل إلى جوائح بشرية، وتقاسم المنافع، بما في ذلك إمكانية الحصول على اللقاحات ومواد التشخيص والعلاج وتوزيعها بأسعار في متناول الأشخاص المحتاجين في الوقت المناسب، وبخاصة في البلدان النامية.
