11. Another development that took place in this regard was the holding of an extraordinary summit meeting of the Heads of State and Government of the States members of ECO at Ashgabat on 13 and 14 May 1997.

In addition, with a view to global disarmament and reductions in the arsenal of weapons of mass destruction, the President launched the initiative for a high-level international conference on disarmament in Central Asia and the Caspian Sea Basin to be held in Ashgabat under the aegis of the United Nations.

2.7 The author complained about the conditions of his detentions to different authorities, including the Director of the prison, prosecutors responsible for supervising the lawfulness of detention conditions, the Prosecutor General of Turkmenistan and the Turkish embassy in Ashgabat.

7.3 With respect to the author's claims regarding his conditions of detention in Ashgabat and in the Tecen and Bayramali prisons, the Committee notes the detailed description made by the author (see paras. 5.3 to 5.5 above), which has not been contested by the State party.

In order to highlight the significance of neutrality in the foreign policy of Turkmenistan to ensure peace, security and stable development in the world and the region, and also to promote the time-honoured national principles of the Turkmen people of peacefulness and decency, the President of Turkmenistan signed an Order to hold the international conference on disarmament in Central Asia and the Caspian Basin in Ashgabat on 24 June 2010.

Since the signing of the memorandum of understanding on cooperation between ECO and the United Nations Children’s Fund (UNICEF) on 25 July 1994, joint workshops have been held on: (a) iodine deficiency disorder, at Ashgabat in June 1994; (b) breastfeeding and oral rehydration therapy, at Ankara in 1994; and (c) immunization, at Ashgabat in January 1995.
