It may be recalled that, according to rule 7, paragraph 2 of the draft rules of procedure, " such observers may, upon invitation of the President, participate without the right to vote in the proceedings of any session in matters of direct concern to the body or agency they represent, unless at least one third of the Parties present at the session object. "
٩٢- وتجدر الاشارة إلى أنه وفقا للفقرة ٢ من المادة ٧ من مشروع النظام الداخلي، " يجوز لهؤلاء المراقبين، بناء على دعوى من الرئيس، وما لم يعترض على اﻷقل ثلث اﻷطراف الحاضرة، أن يشتركوا في أعمال أي دورة في المسائل التي يكون للهيئة أو الوكالة التي يمثلونها اهتمام مباشر بها، دون أن يكون لهم حق التصويت " .

In addition, the Protocol provides that Parties to the Convention that are not Parties to the Protocol may participate as observers in the proceedings of any session of the COP/MOP.
