وبموجب المادة ٢١، يجوز لدولة طرف في الاتفاقية أن تعلن في أي وقت تشاء أنها تعترف باختصاص لجنة مناهضة التعذيب في أن تتسلم بلاغات تفيد أن دولة طرف تدعي بأن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية، وفي أن تنظر فــي تلك البلاغات.

The Committee recommends that the State party make the declarations provided for in articles 21 and 22 of the Convention in order to recognize the competence of the Committee to receive and consider communications.
29- توصي اللجنة الدولة الطرف بإصدار الإعلانات المنصوص عليها في المادتين 21 و22 من الاتفاقية للاعتراف باختصاص اللجنة في أن تتسلم بلاغات وأن تنظر فيها.

١٤ - وأعرب عن تأييد مجموعة اﻟ ٧٧ والصين لتعليقات اللجنة الاستشارية الواردة في الفقرة ٦ من تقريرها وقال إنها تأمل في أن تتسلم تقريرا قبل حزيران/يونيه ١٩٩٩ يذكر أنه تم الاستغناء تدريجيا عن جميع الموظفين المقدمين دون مقابل ودون استثناء.

Furthermore, on 30 April 1996 Senegal had made the declaration under articles 21 and 22 of the Convention against Torture, recognizing the competence of the Committee against Torture to receive and consider communications from a State party (art. 21) or individuals (art. 22).
وباﻹضافة إلى ذلك، أشار إلى أن السنغال قد أصدرت في ٠٣ نيسان/أبريل ٦٩٩١ اﻹعلانات المنصوص عليها في المادتين ١٢ و٢٢ من اتفاقية مناهضة التعذيب، معترفة بذلك باختصاص لجنة مناهضة التعذيب في أن تتسلم وتبحث بلاغات صادرة من دولة طرف )المادة ١٢( أو من أفراد )المادة ٢٢(.
