A database containing detailed information on all IDP settlements in Ingushetia is near completion;
ويوشك العمل على وضع قاعدة بيانات تحتوي على معلومات مفصلة عن كافة مستوطنات المشردين داخلياً في إنغوشتيا على الانتهاء؛

As a result, the reality of a safe haven for IDPs in Ingushetia has been preserved.
وكان من نتيجة ذلك الحفاظ على حقيقة الملاذ الآمن للمشردين داخلياً في إنغوشتيا.

In this regard, the AG has conducted assessment visits to IDP camps in Ingushetia and Chechnya, also meeting with relevant federal and local officials.
وقد أجرى الفريق بهذا الصدد زيارات تقييمية لمخيمات المشردين داخلياً في إنغوشتيا والشيشان، والتقى أيضاً مع المسؤولين الاتحاديين والمحليين ذوي الصلة.

Based on the above protection considerations, UNHCR is pursuing the following activities in Ingushetia:
74- وبناءً على اعتبارات الحماية الوارد ذكرها أعلاه، فإن مفوضية شؤون اللاجئين تضطلع بالأنشطة التالية في إنغوشتيا:

A recent nutritional survey conducted by UNICEF revealed a high incidence of iron-deficiency anaemia among IDP children and mothers in Ingushetia.
وقد أظهر مسح تغذوي أجرته اليونيسيف مؤخراً أن ثمة ارتفاعاً في معدلات الإصابة بفقر الدم نتيجة نقص الحديد في صفوف الأطفال والأمهات بين المشردين داخلياً في إنغوشتيا.

IDPs in Ingushetia have expressed their willingness to go back to Chechnya, provided the security situation improves.
90- وقد أعرب المشردون داخلياً في إنغوشتيا عن رغبتهم في العودة إلى الشيشان، شرط تحسن الأوضاع الأمنية في البلد.

In Grozny the AG has met with representatives of the Chechen administration. Discussions have focused on the general situation in the Republic and on IDPs living in Ingushetia.
60- وقابل فريق المساعدة ممثلي الإدارة الشيشانية في مدينة غروزني وتركزت المحادثات على الأوضاع العامة في الجمهورية وعلى المشردين داخلياً الذين يقيمون في إنغوشتيا.

IDPs cite general insecurity, mines, as well as federal " clean-up " , operations as the main reasons for remaining in Ingushetia.
ويتحدث المشردون داخليا عن انعدام الأمن بصورة عامة، وانتشار الألغام، إضافة إلى عمليات " التطهير " التي تجريها السلطات الاتحادية باعتبارها الأسباب الرئيسية التي تحملهم على البقاء في إنغوشتيا.

UNHCR has focused its efforts in Ingushetia on establishing a comprehensive protection monitoring system through a local implementing partner, VESTA.
71- وقد ركزت مفوضية شؤون اللاجئين جهودها في إنغوشتيا على إقامة نظام شامل لرصد الحماية من خلال شريك تنفيذي محلي هو منظمة فيستا.

In 2001, WFP planned to provide food assistance to a total of 335,000 IDPs, 160,000 in Ingushetia and 175,000 inside Chechnya.
92- وكان برنامج الأغذية العالمي يزمع توفير المساعدات الغذائية لما مجموعه 000 335 من المشردين داخلياً في عام 2001، منهم 000 160 في إنغوشتيا و000 175 في الشيشان.

Furthermore, the Ministry of Communications and the State corporation, " Space Communications " , proposed that VSAT earth stations for satellite communications be installed at housing centres for internally displaced persons in Ingushetia and in other parts of the Russian Federation.
كما اقترحت وزارة الاتصالات ومؤسسة " اتصالات الفضاء " التابعة للدولة إقامة محطات أرضية طرفية ذات هوائيات صغيرة الفتحة جداً لاتصالات التوابع الاصطناعية في مراكز إيواء المشردين داخلياً في إنغوشتيا وأنحاء الاتحاد الروسي الأخرى.

The objectives of the UNHCR's operation in Ingushetia are to preserve a safe haven for IDPs in that Republic, to ensure the principle of voluntariness of return, in safety and with dignity, and to explore possible integration schemes for those IDPs who are not willing or unable to return to Chechnya.
67- تهدف عملية المفوضية السامية لشؤون اللاجئين في إنغوشتيا إلى الحفاظ على ملاذٍ آمن للمشردين داخليا في تلك الجمهورية، وضمان مبدأ طوعية العودة، على نحو لا يمسّ بالأمن والكرامة، واستكشاف مخططات الإدماج الممكنة للمشردين داخلياً غير الراغبين في العودة إلى الشيشان أو غير القادرين عليها.

In contrast to reports from Chechnya, there have been relatively few cases of (alleged) arbitrary arrests and harassment by law enforcement and military officers in Ingushetia.
73- وعلى النقيض من التقارير الواردة من الشيشان، فلم يكن هناك سوى حالات قليلة نسبياً من عمليات الاحتجاز التعسفي والمضايقة (المزعومة) من جانب موظفي إنفاذ القوانين والعسكريين في إنغوشتيا.

Following consideration of the periodic report of the Russian Federation, the Committee noted its deep concern with regard to the situation in Ingushetia and North Ossetia, observing that large numbers of Ingush exiles were being denied by the North Ossetian authorities the right to return freely to their regions of origin, in particular the Prigoradnyi district, in spite of the Law on Rehabilitation of Repressed Peoples.
وبعد النظر في التقريرين الدوريين عن الاتحاد الروسي، أبدت اللجنة قلقها العميق فيما يتعلق بالوضع في إنغوشتيا وفي أوستيا الشمالية، ملاحِظَةً أن سلطات هذه اﻷخيرة كانت تنكر على أعداد كبيرة من المنفيين اﻹنغوشيين حقهم في العودة إلى منطقتهم اﻷصلية، ولا سيما في منطقة بريغوراديني، على الرغم من وجود قانون إعادة تأهيل السكان ضحايا القمع.

Firstly, the provision of humanitarian aid in Chechnya has lessened the pressure exercised by the Federal Government on UNHCR to cease or divert its assistance to IDPs in Ingushetia on the pretext that UNHCR (and the United Nations) were " fixing " IDPs in Chechnya and preventing their return de facto.
فالملاحظ أولاً أن توفير المعونات الإنسانية في الشيشان قد خفف من ضغط الحكومة الاتحادية على المفوضية لوقف مساعداتها للمشردين داخلياً في إنغوشتيا أو تحويل مسارها بحجة أن المفوضية (والأمم المتحدة) " ترسخان " وجود المشردين داخلياً في الشيشان وتمنعان عودتهم في واقع الأمر.

(d) Introduce specific administrative regulations or directives providing for automatic birth registration of, and issuance of birth certificates to, children born to refugees and asylum-seekers residing in the Russian Federation, and take the necessary measures to ensure that birth certificates are issued to all internally displaced persons in Chechnya for their children born in Ingushetia.
(د) إدراج تشريعات أو توجيهات إدارية واضحة لتسجيل المواليد وإصدار شهادات الميلاد للأطفال المولودين لوالدين لاجئين أو طالبي لجوء يقيمون في الاتحاد الروسي، واتخاذ التدابير الضرورية لضمان إصدار شهادات الميلاد لجميع الأشخاص المشردين داخلياً في الشيشان لأطفالهم المولودين في إنغوشتيا.
