" على كل دولة كذلك واجب الامتناع عن التهديد باستعمال القوة أو استعمالها لخرق الخطوط الدولية الفاصلة، مثال ذلك خطوط الهدنة، التي تكون مقررة في اتفاق دولي أو بناء على اتفاق دولي وهي أحد أطرافه أو يقع عليها لأسباب أخرى واجب احترامه.
