At its thirty-eighth session, the Commission on Narcotic Drugs recommended that general statements and statistics relating to national trends in drug trafficking should not be made orally during meetings but rather should be circulated in written form.
وكانت لجنةُ المخدِّرات قد أوصت، في دورتها الثامنة والثلاثين، بألاَّ تُقدَّم البيانات العامة والإحصاءات المتعلقة بالاتجاهات الوطنية في الاتجار بالمخدِّرات شفوياً أثناء الجلسات، بل أن تُعمَّم في شكل كتابي.

Several speakers noted that a multidisciplinary approach to dismantling organized criminal groups involved in drug trafficking was required.

The drug control agency of Lebanon participated in international meetings and worked in coordination with the Arab Drug Control Office and INTERPOL in terms of gathering and exchange of information and investigations to detect individuals and groups engaged in drug trafficking.
27- وشارك جهاز مراقبة المخدِّرات في لبنان في الاجتماعات الدولية وعمل بالتنسيق مع المكتب العربي لمكافحة المخدِّرات والإنتربول في جمع المعلومات وتبادلها وإجراء التحرّيات للكشف عن هوية الأشخاص الضالعين في الاتجار بالمخدِّرات والجماعات المتورّطة في هذا الاتجار.

The working group on modi operandi of organized criminal groups involved in drug trafficking held two meetings on 20 November 2012.

Governments were expected to submit to the United Nations Office on Drugs and Crime by 26 September 2014 a three-page report on recent trends in drug trafficking in their respective countries during the past year.
ويُنتظر من الحكومات أن تقدِّم إلى مكتب الأمم المتحدة المعني بالمخدِّرات والجريمة، في موعد لا يتجاوز 26 أيلول/سبتمبر 2014، تقريراً من ثلاث صفحات عن الاتجاهات الأخيرة في الاتجار بالمخدِّرات في بلدانها خلال العام المنصرم.

The Egyptian Government welcomed cooperation with all agencies and international organizations involved in combating illicit drug trafficking through exchange of information, coordination and investigations targeting individuals and organized criminal gangs involved in drug trafficking.
26- وترحّب الحكومة المصرية بالتعاون مع جميع الهيئات والمنظمات الدولية المعنية بمكافحة الاتجار غير المشروع بالمخدِّرات من خلال تبادل المعلومات والتنسيق والتحرّي عن الشخصيات المستهدفة والعصابات الإجرامية المنظَّمة الضالعة في الاتجار بالمخدِّرات.

(a) Governments of countries in Asia and the Pacific should review and amend accordingly their existing legislation to ensure that it supports the investigation of, gathering of electronic evidence against and prosecution of those involved in drug trafficking and related offences facilitated by information and communications technology;
(أ) ينبغي أن تستعرض حكومات بلدان آسيا والمحيط الهادئ تشريعاتها، وأن تنقِّحها عند الاقتضاء لضمان أنها تدعم التحقيقات بشأن الضالعين في الاتجار بالمخدِّرات والجرائم ذات الصلة وجمع الأدلة الإلكترونية ضدهم وملاحقتهم قضائياً بما تيسره تكنولوجيا المعلومات والاتصالات؛

ويُنتظر من الحكومات أن تقدِّم إلى مكتب الأمم المتحدة المعني بالمخدِّرات والجريمة (المكتب)، في موعد لا يتجاوز 6 أيلول/ سبتمبر 2013، تقريراً من ثلاث صفحات عن الاتجاهات الأخيرة في الاتجار بالمخدِّرات في بلدانها خلال العام المنصرم.

(c) Organized criminal groups involved in drug trafficking had been employing increasingly sophisticated methods to avoid police detection, including using channels of communication that were difficult to monitor, such as the Internet; using licit businesses and shell companies to transport drugs and precursors and to launder the proceeds from drug trafficking; and alternating drug trafficking routes to minimize the risk of interception;
(ج) أنَّ الجماعات الإجرامية المنظمة الضالعة في الاتجار بالمخدِّرات تَستخدم طرائق متزايدة التعقُّد لتجنّب كشفها من جانب الشرطة، منها: استخدام قنوات اتصال يصعب رصدها، مثل الإنترنت؛ واستخدام منشآت تجارية شرعية وشركات صورية لنقل المخدِّرات والسلائف ولغسل العائدات المتأتية من الاتجار بالمخدِّرات؛ والتبديل التناوبي لدروب تهريب المخدِّرات من أجل تقليل مخاطر اعتراضها إلى أدنى حد؛

(d) In order to better identify air passengers engaged in drug trafficking and containers used for the carriage of scheduled drugs and precursors, Governments of African countries should proactively support their competent authorities in the exchange of information about persons of interest, risk indicators, modi operandi used in smuggling and emerging trafficking trends.
(د) بغية تحسين سبل الكشف عن ركَّاب الرحلات الجوية الضالعين في الاتجار بالمخدِّرات واستخدام حاويات الشحن لنقل المخدِّرات والسلائف غير المشروعة، ينبغي لحكومات المنطقة أن تتّبع نهجاً استباقياً في دعم سلطاتها المختصّة في مجال تبادل المعلومات عن الأشخاص الذين يثيرون الاهتمام، ومؤشرات المخاطر، وطرائق العمل المتّبعة في التهريب، والاتجاهات المستجدة في مجال الاتجار.

(d) In order to better identify air passengers engaged in drug trafficking and containers used for the carriage of illicit drugs and precursors, Governments of the region should proactively support their competent authorities in the exchange of information about persons of interest, risk indicators, smuggling modi operandi and emerging trafficking trends.
(د) بغية تحسين سبل الكشف عن ركّاب الرحلات الجوية الضالعين في الاتجار بالمخدِّرات واستخدام حاويات الشحن لنقل المخدِّرات والسلائف غير المشروعة، ينبغي لحكومات المنطقة أن تتّبع نهجاً استباقياً في دعم سلطاتها المختصّة في مجال تبادل المعلومات عن الأشخاص الذين يثيرون الاهتمام، ومؤشرات المخاطر، وطرائق العمل المتّبعة في التهريب، والاتجاهات المستجدة في مجال الاتجار.
