Noting with great concern the growing connection between terrorist groups and other criminal organizations engaged in the illegal traffic in arms and drugs at the national and international levels, as well as the consequent commission of serious crimes, such as murder, extortion, kidnapping, assault, the taking of hostages and robbery,
وإذ تلاحظ ببالغ القلق تزايد الارتباط بين الجماعات الإرهابية والمنظمات الإجرامية الأخرى العاملة في الاتجار غير المشروع بالأسلحة والمخدرات على الصعيدين الوطني والدولي، فضلاً عما ينجم عن ذلك من ارتكاب جرائم خطيرة كالقتل والابتزاز والخطف والاعتداء وأخذ الرهائن والسرقة،

Both supplier and recipient States should ensure that the quantity and level of sophistication of their arms are commensurate with their legitimate defence and security requirements, and that they do not contribute to instability and conflict in their regions or in other countries and regions or to illicit trafficking in arms.
