The Committee recommends that the State party establish extraterritorial jurisdiction over acts prohibited under the Optional Protocol, including the conscription or enlistment of children into the armed forces or armed groups, or their use to participate actively in hostilities, if such crimes are committed by or against a Moroccan national or a person who otherwise has a close link with the State party.
١٨- توصي اللجنة الدولة الطرف بأن تنشئ ولاية قضائية خارج الإقليم على الأفعال التي يحظرها البروتوكول الاختياري، بما في ذلك تجنيد الأطفال في القوات المسلحة أو الجماعات المسلحة أو جعلهم يتطوعون فيها أو جعلهم يشاركون مشاركة نشيطة في الاقتتال إن ارتكب هذه الجرائمَ مواطنٌ مغربي أو ارتُكبت في حقه، وكذلك أي شخص وثيق الصلة بالدولة الطرف.

The Committee reminds the State party of its primary responsibility under international law, and in particular the Optional Protocol, to prevent the recruitment of children and their use in hostilities and other human rights abuses by pro-Government tribal militias and armed groups, as these militias and groups are being supported by or are allied with the State party.
25- تذكّر اللجنة الدولة الطرف بمسؤوليتها الأساسية بموجب القانون الدولي، وبالخصوص البروتوكول الاختياري، عن منع تجنيد الأطفال واستخدامهم في الاقتتال وسواه من انتهاكات حقوق الإنسان من طرف المليشيات القبلية والجماعات المسلحة الموالية للحكومة، لأن هذه المليشيات والجماعات إما تدعمها الدولة الطرف أو تتحالف معها.

The Committee urges the State partyto develop, in line with the action plan to end and prevent the recruitment and use of children in the Yemeni Armed Forces, a programme to ensure the identification, release, recovery and reintegration of all children, including girls, who have been recruited or used in hostilities by all parties involved in the conflict, and immediately ensure their effective and transparent demobilization.
38- تحث اللجنة الدولة الطرف على وضع برنامج، تماشياً مع خطة العمل الرامية إلى إنهاء ومنع تجنيد الأطفال واستخدامهم في القوات المسلحة اليمنية، يسمح بتحديد هوية جميع الأطفال، بمن فيهم الفتيات، الذين جندتهم جميع الأطراف المشاركة في النزاع واستخدمتهم في الاقتتال وتسريحهم وتعافيهم وإعادة إدماجهم، والعمل فوراً على تسريحهم فعلياً وبشفافية.
