1 - تعترف الدول الأطراف بأهمية دور صندوق التعاون التقني التابع للوكالة الدولية للطاقة الذرية في الوفاء بالالتزامات المحددة في المادة الرابعة من المعاهدة.

The States parties to the Treaty which fulfilled their obligations should be able to exercise their inalienable right as stipulated in article IV of the Treaty and have free access to the peaceful applications of nuclear energy.
ويتعين أن تتاح للدول اﻷطراف في معاهدة عدم الانتشار المحترمة لالتزماتها إمكانية ممارسة حقها غير القابل للتصرف على النحو المنصوص عليه في المادة الرابعة من المعاهدة وأن تتاح لها فرص الوصول الحر الى استخدام الطاقة النووية في اﻷغراض السلمية.

That bargain was clearly set forth in article IV of the Treaty, which stated that the right to develop peaceful nuclear energy was clearly conditioned upon parties' compliance with articles I and II. In order to determine whether States were in conformity with article II, rigorous verification of compliance was essential.
