In preparation for the Meeting of the Parties, the Parties held a full-day meeting on 8 November 2003 on the issue of trade in hydrochlorofluorocarbons (HCFCs) by Parties to the Beijing Amendment under Article 4 of the Protocol, in order to facilitate reaching consensus on that issue at the Meeting of the Parties proper.
