Following the recommendations of the Working Group on Speeding Up Trials outlined in my last report to the Security Council, Judges are taking a much more pro-active role in the preparation of cases for trial.
وفي أعقاب صدور توصيات الفريق العامل المعني بتعجيل سير المحاكمات التي أشرت إليها في تقريري الأخير إلى مجلس الأمن، بدأ القضاة يضطلعون بدور أكثر استباقا إلى حد بعيد في إعداد القضايا للمحاكمة.

The setting up of such offices was foreseen in the Strategic Management Plan for 2006-2007 (except SouthWest Asia) but, as highlighted in my last report to the Human Rights Council, significant delays have been faced in this process.
وقد توخت خطة الإدارة الاستراتيجية للفترة 2006-2007 إنشاء هذه المكاتب (باستثناء ما تعلق بجنوب غرب آسيا) ولكن تشهد هذه العملية تأخراً كبيراً كما سبق لي أن أوضحت في تقريري الأخير إلى مجلس حقوق الإنسان.

I also reiterate my determination, made in my last report to the Council, that even if the Lebanese claim to the Shebaa farms area were legitimate, it would be the responsibility of the Government of Lebanon only to address this claim in conformity with international law and relevant Security Council resolutions, and not that of an armed group outside the control of the Government.
وأكرر أيضا ما حددته في تقريري الأخير إلى مجلس الأمن من أنه حتى لو كانت المطالبة اللبنانية في ما يتعلق بمنطقة مزارع شبعا مشروعة، فإنه تقع على حكومة لبنان وحدها، وليس على أي جماعة مسلحة خارج سيطرة الحكومة، مسؤولية معالجة هذه المطالبة طبقا للقانون الدولي وقرارات مجلس الأمن ذات الصلة.

31. As also described in my recent report to the Security Council on the implementation of resolution 1559 (2004), there are reports suggesting increased organization, mobilization and armed training among Lebanese parties in the context of the deteriorating political situation.

in my previous report to the Council, I expressed the sentiment that more than 14 years after the end of hostilities and almost 5 years after the Israeli withdrawal from Lebanon, it was time for all parties concerned to set aside the remaining vestiges of the past and to end, with finality, that sad chapter of Lebanese history.

49. in my last report to the Council, I confirmed that trials will indeed run into 2009 and identified a number of factors that will influence whether the conclusion of trials by 2009 remains feasible.

27. in my last report to the Security Council, I stated that the issue of direct flights between Asmara and Addis Ababa, which is an important operational requirement for the Mission, had been resolved.

32. in my last report to the Council, I stressed that, in the final analysis, poverty is the breeding ground for the instability that exists in the Central African Republic and that it is largely as a result of the financial difficulties of the State that the political and economic situation has become so precarious.
32 - وقد أكدت في تقريري الأخير إلى المجلس على أن الفقر، في نهاية المطاف، يشكل التربة التي تغذي عدم الاستقرار في جمهورية أفريقيا الوسطى وأن المصاعب المالية التي تواجهها الدولة هي التي تسببت إلى حد كبير في هشاشة الوضع السياسي والاقتصادي.

25. As I emphasized in my last report to the Council, it is critical to the success of the Tribunal's Completion Strategy and to the rights of the accused that all referred cases are conducted in full compliance with the highest standards of due process.

11. As was made clear in my last report to the Council, the Tribunal has transferred all low- and mid-level accused from its trial docket in accordance with Security Council resolution 1503 (2003).

68. in my last report to the Council, I underlined the need for the parties to the Comprehensive Peace Agreement to examine closely the differences that had created significant rifts and a deficit of trust in their relations and the underlying weaknesses of the peace process.

My representatives and I have continued to engage closely with both parties to facilitate the withdrawal of Israeli forces from the area, as detailed in my last report to the Security Council on the implementation of 1701 (2006) (S/2011/406).
وقد واصلتُ أنا وممثليّ العمل بصورة وثيقة مع كلا الطرفين لتيسير انسحاب القوات الإسرائيلية من المنطقة، على النحو الوارد بالتفصيل في تقريري الأخير إلى مجلس الأمن بشأن تنفيذ القرار 1701 (2006) (S/2011/406).

As noted in my last report to the Council on children and armed conflict (S/2009/158), I strongly support the close cooperation that has been initiated to ensure that resolutions 1612 (2005) and 1820 (2008) are implemented in a mutually reinforcing manner, both at headquarters and country-level.
وكما أشرت إليه في تقريري الأخير إلى مجلس الأمن بشأن الأطفال والنزاع المسلح (S/2009/158)، فإنني أؤيد بقوة التعاون الوثيق الذي تم الشروع فيه لضمان تنفيذ القرارين 1612 (2005) و 1820 (2008) على نحو يعزز بعضه بعضا، سواء في المقر أو على الصعيد القطري.

I have reported on a number of those advances in my recent report to the General Assembly at its special session on children, entitled " We the children: end-decade review of the follow-up to the World Summit for Children " (A/S-27/3, paras. 341-361).

As indicated in my previous report to the Security Council (see S/2005/167, para. 70), with the appointment of the Ituri District Administration by the Transitional Government, the trust fund to support the Ituri Pacification Commission established in July 2003 has accomplished its purpose.
