Piracy is defined in article 101 of UNCLOS and armed robbery in the IMO Code of Practice for the Investigation of the Crimes of Piracy and Armed Robbery against Ships.
ويرد تعريف للقرصنة في المادة 101 من اتفاقية الأمم المتحدة لقانون البحار، وللنهب المسلح في مدونة المنظمة البحرية الدولية لممارسات التحقيق في جرائم القرصنة والنهب المسلح المرتكبة ضد السفن.

A non-Qatari (resident) who commits or is an accessory to the commission outside Qatar of any offence involving trafficking in drugs or persons or piracy or international terrorism becomes subject to the jurisdiction of Qatar just by being present in Qatar.
أما بالنسبة للشخص غير القطري (المقيم) إذا ارتكب في الخارج فعلاً بوصفه فاعلاً أو شريكاً في أي من جرائم الاتجار في المخدرات أو في الأشخاص أو في جرائم القرصنة والإرهاب الدولي، فإن مجرد تواجده في الدولة من شأنه أن يستنهض الولاية القضائية للدولة.

61. An extraterritorial court might be an existing Somali court located extraterritorially in a third State, or a specially established new court or a new section of an existing court, either at the federal or regional level, dedicated to or specializing in conducting piracy prosecutions.
61 - وقد تكون المحكمة الخارجية محكمة صومالية قائمة حاليا تتخذ مقرها خارج الإقليم الصومالي في دولة ثالثة، أو محكمة جديدة، أو دائرة جديدة داخل محكمة قائمة، تُنشآن خصيصا، سواء على المستوى الاتحادي أو الإقليمي، وتكرسان لإجراءات المقاضاة في جرائم القرصنة أو تتخصصان فيها.

197. The purpose of the draft Code of Practice is to provide IMO members with an aide mémoire to facilitate the investigation of the Crimes of Piracy and armed robbery against ships.

In the process of investigating a crime of piracy at sea States parties shall be guided by the Code of Practice for the Investigation of the Crimes of Piracy and Armed Robbery against Ships, adopted by the International Maritime Organization.

We welcome the Code of Practice for the Investigation of the Crimes of Piracy and Armed Robbery against Ships adopted by twenty-second Assembly of the International Maritime Organization (IMO). We also support the IMO's efforts to promote regional cooperation to address this problem, and we have participated in many meetings and seminars organized by the IMO to enhance implementation of its guidelines on preventing such attacks.

It has also adopted a series of other guidance documents on how to prevent, prepare for, and react to incidents of piracy and armed robbery at sea, including the Code of Practice for the Investigation of the Crimes of Piracy and Armed Robbery against Ships.

192. IMO reported that, on the basis of resolution A.738(18), it had developed a comprehensive anti-piracy strategy consisting of compilation and distribution of periodical statistical reports, piracy seminars and field assessment missions to regions affected by piracy and the preparation of a code of practice for the investigation and prosecution of the crime of piracy and armed robbery against ships.
