Under Articles 69 and 70, participation is provided for only in the case of States not members of the Council, and of specialized agencies.
فبمقتضى المادتين ٦٩ و ٧٠، لا ينص على المشاركة إلا في حالة الدول غير اﻷعضاء في المجلس أو في حالة الوكالات المتخصصة.

Under Articles 69 and 70, participation is provided for only in the case of States not members of the Council, and of specialized agencies.

Such ambiguity could be constructive, as in the case of States pledging contributions to voluntary funds of the United Nations.

However, there may be situations in which these assurances and guarantees are as appropriate as in the case of States.

Accordingly, it agreed that multi-year payment plans could be a useful tool in reducing arrears to the Organization in the case of those Member States which seek a rescheduling of the payment of their arrears.

The recommendations of bodies such as the Committee on the Elimination of Racial Discrimination for considering the situation in States parties which were behind in submitting their periodic reports might not always reflect the real situation in those countries but they did at least give those bodies an opportunity to make criticisms and to encourage the preparation of reports.
وصحيح أن توصيات الهيئات من قبيل لجنة القضاء على التمييز العنصري بشأن النظر في حالة الدول اﻷطراف المتأخرة في تقديم تقاريرها الدورية قد لا تظهر دائما الحالة الحقيقية في تلك البلدان ولكنها على اﻷقل تتيح لهذه الهيئات فرصة ﻹبداء انتقاداتها وللتشجيع على إعداد التقارير.
