9. The principle objectives of TCDC are spelled out in the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation Among Developing Countries,6 adopted at the United Nations Conference on Technical Cooperation among Developing Countries in 1978.

9. A group of developed countries expressed the view that the Fourth High-level Forum on Aid Effectiveness, held in Busan, Republic of Korea, had invoked principles familiar to all development actors, including those in the Buenos Aires Plan of Action (1978) and the Nairobi outcome document (2009), and thus should guide all forms of development partnership.

In its resolution 35/202 of 16 December 1980, the General Assembly decided that the High-level Meeting should be called the High-level Committee on the Review of Technical Cooperation among Developing Countries, with the same functions and frame of reference as those outlined in recommendation 37 and other relevant recommendations of the Buenos Aires Plan of Action.
