In accordance with a decision taken by the Trade and Development Board at its eighteenth special session, the Board will launch the preparatory process for the ninth session of the Conference by establishing an open-ended Committee of the Whole, to meet under the chairmanship of the President of the Board.

107. In endorsing recommendations 431 (S-XVIII) adopted by the Trade and Development Board at its eighteenth special session (December 1995), the Conference decides that the structure of the intergovernmental machinery will be as follows:

At this stage, no specific dates are proposed for meetings of the intergovernmental machinery of UNCTAD in the period July 1996-December 1997, pending discussions by the Trade and Development Board at its eighteenth special session (11-15 December 1995) and decisions at UNCTAD IX.

In connection with this item, attention is drawn to the fact that, at its eighteenth special session (11-15 December 1995), the Board will be required to make a formal recommendation to the Conference concerning the lists of States annexed to General Assembly resolution 1995(XIX). It is understood that States are allocated to these lists essentially for purposes of elections and other procedural matters.

at its eighteenth special session, the Board mandated the Vice-President, Mr. Henri Reynaud (France), to chair informal consultations on the preparations for the review by the Conference of the lists of States annexed to General Assembly resolution 1995 (XIX), and to report to the twelfth executive session of the Board on this subject in February/March 1996.
