553. Further efforts are required to ensure the active participation of children and their involvement in all decisions affecting them in the family, at school and in social life, in the light of articles 12, 13 and 15 of the Convention.

In this connection, the author asserts that the word " arbitrary " in article 17 should be interpreted in the light of articles 4, 9, 12 and 13 of the Covenant.

The Committee recommends that the State party, in the light of articles 2, 3 and 4 of the Convention, undertake all appropriate measures to the maximum extent of its available resources to ensure that sufficient budgetary allocation is provided to social services for children and that particular attention is paid to the protection of children belonging to vulnerable and marginalized groups.
٠٥- وتوصي اللجنة بأن تعمل الدولة الطرف، في ضوء المواد ٢ و٣ و٤ من الاتفاقية، على اتخاذ جميع التدابير الملائمة إلى أقصى حد تسمح به مواردها المتاحة لضمان توفير اعتمادات مالية كافية للخدمات الاجتماعية الخاصة باﻷطفال وأن تولي اهتماماً خاصاً لحماية اﻷطفال المنتمين إلى الفئات الضعيفة والمهمشة.

417. in light of articles 32 to 36 of the Convention, the Committee recommends that the State party:

At the same time, the Committee encourages participants to explore how indigenous children can participate directly in resolving these challenges facing their communities, particularly in light of articles 12 to 17 of the Convention.

in light of articles 13, 17 and 18 of the Convention, it further encourages the State party to develop appropriate guidelines and legislation for the protection of the child from information and material injurious to his or her development, in particular violence and pornography, and also to develop programmes to educate parents.

The Committee recommends that the State party reinforce measures to raise awareness on the negative effects of corporal punishment and ensure that discipline in schools, families and all institutions is administered in a manner consistent with the child’s dignity, in light of articles 3, 12, 19 and 28 of the Convention.
وتوصي اللجنةُ الدولةَ الطرفَ بتعزيز التدابير التي ترمي إلى زيادة الوعي بالآثار السلبية للعقوبة البدنية وضمان أن يكون تطبيق الانضباط في المدرسة وفي الأسرة وفي جميع المؤسسات متمشياً مع مبدأ كرامة الطفل في ضوء المواد 3 و12 و19 و28 من الاتفاقية.
