While noting the measures taken by the the Commission on Intercountry Adoption, the Committee remains concerned with the large number of private adoption agencies, the inadequate monitoring system and the reports of financial gains of some parties in the adoption process.

(b) Ensure that the child's views are given due weight, having regard to age and maturity, in the adoption process and that the best interests of the child are the paramount consideration;
